The Ministry of Natural Resources and Environment is publicly consulting the community on the Environmental Impact Assessment (EIA) Report of Component Project 2 "Upgrading and renovating Highway 70, Ha Dong - Van Dien section - Tu Hiep intersection"
Route 70, Ha Dong - Van Dien section, is implemented in Van Quan, Phuc La, Kien Hung wards (belonging to Ha Dong district) and Tan Trieu, Ta Thanh Oai, Thanh Liet, Vinh Quynh communes, Van Dien town, Tu Hiep commune (belonging to Thanh Tri district).
Route 70 (Ha Dong - Van Dien section) plays an important role in the economy and society of Hanoi in general and the southern part of the city in particular. However, in recent years, the rapid urban development, many new residential areas, along with the system of hospitals and schools, have caused this route to be frequently congested, unable to meet the travel needs of the people.
Some traffic jams are severe during rush hours such as in front of K Hospital (Tan Trieu 3rd branch), the intersection between Road 70 and Chu Van An Street, the intersection with National Highway 1A... Recently, there has been an additional section through To Bridge (Kim Giang - Phan Trong Tue intersection),... Road 70 (Ha Dong - Van Dien section) in addition to serving inter-regional traffic, also plays the role of an urban traffic corridor, connecting urban centers of the city, such as Thanh Xuan, Ha Dong, Dai Thanh, Xa La, Van Dien,... serving the travel needs of people in a large area in the South and Southwest of Hanoi.
The project's construction items include renovating and upgrading Road 70, Ha Dong - Van Dien - Tu Hiep intersection section with a total length of about 7.08 km, cross-section B=50m; Synchronously constructing the foundation works, road surface, traffic safety system, median strips, sidewalks, retaining walls...
The total land area recovered by the project is about 355,828m2, including: Agricultural land is about 205,352m2; Residential land is about 47,537m2 with about 788 affected households; Land for headquarters of agencies, units, traffic roads and airspace is about 102,939m2.
According to the Environmental Impact Assessment (EIA) Report that the Ministry of Natural Resources and Environment is consulting, the compensation, support and resettlement plan for the transport project will be separated into independent sub-projects and implemented by localities. However, to have an overview of the environmental impacts of the Project, the impacts caused by land acquisition, house demolition, migration and infrastructure relocation are assessed based on the Project's explanatory data. Details of land clearance data, compensation, support and resettlement plans will be detailed by localities in the following steps during the process of local organization of preparation, appraisal and approval of compensation, support and resettlement plans.
Group A projects with construction components are classified according to the criteria prescribed by the law on public investment and construction and are not in the type of production, business, or service that has the risk of causing environmental pollution, and have the following environmentally sensitive factors: Projects that require conversion of land use purposes for rice cultivation from 2 crops or more according to the authority prescribed by the law on land; Projects that require migration and resettlement according to the authority prescribed by the law on public investment, investment, and construction.
The total investment of the project is more than 2,500 billion, implemented in the period 2024-2026.
