Clearly recognizing the meaning and importance of the task, right from the end of 2025, the Party Committee of Thanh Xuan ward proactively got involved, issued a thematic resolution, established the Steering Committee for site clearance of Ring Road 2.5; developed a plan to propagate and mobilize people to carry out site clearance work with clear content, roadmap, and progress.
In which, clearly defining that propaganda and mass mobilization work must go first, go along and go to the end. If people want to agree, it must be public, transparent, easy to understand, listen fully, promptly resolve legitimate petitions and provide practical support in the process of moving and stabilizing life.
The establishment of an "operating office" working during holidays, holidays, and Tet; organizing daily meetings to review each dossier and remove obstacles within 24 hours is proof of modern and drastic management thinking to shorten processes and implementation time. The stages from dossiers, payment, mobilization to takeover, demolition, and site handover are carried out simultaneously and continuously.
Site clearance work can only be successful when carried out in accordance with legal procedures but is organized flexibly according to the highly specialized "rolling and rolling" method. From counting and verifying the origin of land to preparing compensation plans, absolute technical accuracy and publicity and transparency must be ensured according to State regulations.
Strict compliance with the law has helped protect the legitimate rights and interests of the people, while creating a solid legal basis for the government to proactively respond to large and complex dossiers in a short time.
It can be affirmed that the exemplary responsibility of the head is the most persuasive management method. When the heads of Party committees directly act as heads of steering committees, directly dialogue and listen to the thoughts of each household, the spirit of "only discuss doing, focusing on removing all bottlenecks" will permeate each cadre and party member.
