Businesses ignoring the government's request are unacceptable
Lao Dong Newspaper has just published an article "Campsite business when regulations are not met in Yen So Park", reflecting the fact that although legal regulations are not met, the business of camping sites and collecting fees from people of Viet Outdoor Trading and Service Co., Ltd. still takes place in Yen So Park (Hanoi City).
Notably, functional agencies have requested to stop from the beginning of 2026, but the enterprise still disregarded it and continued to operate.
Regarding this case, in an exchange with a reporter from Lao Dong Newspaper, lawyer Bui Dinh Ung (Hanoi Bar Association) said that for activities at the park, this is a public entertainment area, so public safety issues must be put first.
According to lawyer Bui Dinh Ung, issues of security and order and water safety must be strictly ensured. In particular, when organizing camping or campfires, it is necessary to question whether they have applied for permission and management from the fire prevention and fighting agency or not.

If management units are only engrossed in exploitation without preventive measures, when incidents occur such as mass food poisoning, death or fire and explosion..., then functional agencies will intervene, then it is just going to solve the consequences" - this lawyer emphasized.
Also according to lawyer Ung, the fact that the local government, specifically Yen So Ward People's Committee, has made a record to prevent, but the business still ignores and continues to violate is unacceptable. Therefore, the government needs to have stronger handling measures.
The authority of the local government is currently very large, it is impossible to allow a situation of powerlessness in the face of violations to occur. It is necessary to handle it strictly to set an example, it is impossible to let businesses rely on themselves as investors or their own land to arbitrarily operate outside the framework of the law" - lawyer Bui Dinh Ung expressed his opinion.
Commenting on the risks at campgrounds that do not meet regulations but still operate publicly, Mr. Le Van Dai - administrator of a group specializing in camping and experiential tourism, said that safety at campsite locations is a mandatory criterion, especially for outdoor accommodation models by the lake, with electricity, grills and crowded gatherings.
According to Mr. Dai, a campsite operating in accordance with minimum standards must have a on-site fire prevention and fighting plan, arrange fire extinguishers in clusters of tents, warning systems, first aid equipment and personnel trained to handle situations. For areas near lakes or rivers, operating units need to have life jackets, life buoys, rescue ropes and clear rescue plans.
In professional camping circles, checking the tent setting distance, power source, ignition area and escape route is a basic requirement before welcoming guests. If you only set up tents for business without minimum safety conditions, the risk of incidents is very high," Mr. Dai assessed.
Must handle it thoroughly
Sharing his views with PV of Lao Dong Newspaper, Dr. Architect Dao Ngoc Nghiem - former Director of Hanoi Department of Planning and Architecture said that currently the city's policy is that green spaces must be public spaces. In the general standards of parks, there are regulations that up to 5% of the area can be allocated for entertainment and commercial services when necessary.
Therefore, according to Mr. Nghiem, it is necessary to review all services of the parks in the area to see if they ensure public area, area for children, youth and the elderly. It is necessary to consider whether the services exceed the prescribed standards.

Regarding Yen So Park, this is a counterpart project for the investor, so there are prior agreements. Therefore, it is necessary to review the origin of the park's establishment and initial support agreements and deals because Yen So Park not only uses the state budget but also has the contribution of businesses.
In case any unit collects fees without the permission of the management agency, it must be handled thoroughly. In particular, when regulations are not met but they still operate, strong measures are needed to end this situation.
The current orientation is to develop public spaces, especially not to collect entrance fees to parks. For some small services inside, in case of a consensus from the management agency, service fees may be collected, but there must be a consensus" - former Director of Hanoi Department of Planning and Architecture emphasized.

Functional agencies of Yen So ward said that the fee collection at the campsite in Yen So Park is incorrect, and have requested the operating unit to remove the price listing sign.
However, the fact that businesses disregard the government's requirements to maintain the campsite has shown many problems in inspection and supervision. Functional agencies clearly need to apply strong measures and handle the responsibility of organizations and individuals to end the prolonged "law-fearing" situation.
