Accordingly, the Chairman of the Hanoi People's Committee requested directors, heads of city departments, branches, and sectors, and chairmen of district, town, and city People's Committees to seriously and effectively implement the directions and instructions of the central government and the city in natural disaster prevention, control, search and rescue; especially Directive No. 01/CT-UBND dated February 2, 2024 on strengthening natural disaster prevention, control, search and rescue in 2024 in Hanoi. Regularly and closely monitor warning bulletins, forecasts, and developments of weather and natural disasters to promptly and regularly notify and guide authorities and people at all levels to proactively prevent, avoid, respond to, and overcome the consequences of natural disasters and incidents.
Based on weather and natural disaster situations, proactively review and be ready to deploy plans and solutions to respond to natural disasters according to the "4 on-site" motto, in accordance with functions, tasks and areas of responsibility.
At the same time, focus on plans to prevent and combat flooding in the inner city and suburbs; plans to brace, trim, and clear fallen trees, respond to heavy rain and strong winds; plans to brace houses, structures, and signs, ensure the safety of people, property, and people's production activities; plans to ensure the safety of infrastructure systems, dike and irrigation works, and prevent and combat natural disasters; plans to support and ensure people's lives, restore production, clean up the environment, and overcome consequences when natural disasters and incidents occur.
Strengthen the safety inspection of infrastructure systems, drainage works, and residential areas to promptly detect potential risks. Be ready to evacuate and have plans to ensure the safety of people in dangerous areas (riversides, low-lying areas, areas at risk of landslides, areas affected by forest floods, and other dangerous areas).
Special attention should be paid to districts that are regularly and directly affected by flash floods, landslides, such as: Ba Vi, Soc Son, Thach That, Quoc Oai, Chuong My, My Duc...
Specialized agencies coordinate with district and commune-level radio stations and grassroots media agencies to increase dissemination activities and instruct people on how to recognize and respond to storms, tornadoes, lightning, heavy rain, floods, flash floods, landslides and localized flooding... to minimize damage.
Localities and units on duty must seriously and regularly compile detailed, complete and timely reports on the developments of natural disasters, incidents, damages and response and recovery work; promptly advise on reports and proposals on difficulties, problems and matters beyond their authority as prescribed.
