From September 2026, a number of new regulations related to social insurance, health insurance and management and payment of social security regimes are officially implemented.
Changing the inter-agency process for issuing health insurance cards for children under 6 years old
From September 1, 2026, Decree No. 301/2026/ND-CP dated July 30, 2026 of the Government amending and supplementing a number of articles of Decree No. 63/2024/ND-CP officially takes effect.
The Decree stipulates the implementation of electronic interconnection of procedures for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old; and at the same time supplements the issuance of ID cards for children under 6 years old into the interconnection process.
The time to resolve the group of interconnected procedures for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old does not exceed 3 working days from the time the competent authorities receive complete dossiers according to regulations; in case of verification, it does not exceed 5 working days.
If the requester simultaneously chooses to carry out the procedure for issuing an ID card for children under 6 years old, the time limit for resolving this procedure is no more than 5 working days from the date the competent authority receives the electronic dossier from the National Public Service Portal.
Another noteworthy point is that the synchronization of dossiers between systems must be carried out no later than 10 minutes immediately after the procedure is resolved. The agency performing the next procedure must respond to the receiving status within no more than 2 working hours from the time of receiving data information from the National Public Service Portal.
This regulation contributes to increasing interoperability, shortening processing time and limiting people having to perform many times related procedures.
Using personal identification numbers/citizen ID cards instead of social insurance codes
From September 1, 2026, the conversion to using personal identification numbers/citizen identification cards (ID cards/CCCD) to replace social insurance codes on the professional software of Vietnam Social Security.
The conversion is carried out throughout the system, related to nghiệp vụ software on collection and management of books and cards; policy review; electronic social insurance transactions; VssID digital social insurance application; centralized accounting; Health Insurance Assessment Information System and other systems using social insurance codes, management code sets.
Vietnam Social Security emphasized that this is a change in the method of identification on the system, not changing the participation process, contribution - benefit data, health insurance card validity as well as health insurance medical examination and treatment benefits of participants.
Receive pensions and allowances through social security benefits accounts on VNeID
From September 28, 2026, apply the mechanism for using social security benefit accounts on the VNeID application according to Decree No. 320/2026/ND-CP dated August 13, 2026 of the Government amending and supplementing a number of articles of Decree No. 69/2024/ND-CP on electronic identification and authentication.
According to new regulations, a social security benefit account is identification information on a national identification application, allowing electronic identification subjects to integrate payment account information, electronic wallets or mobile money accounts to receive support, pensions, social security payments and legal funds.
Notably, state agencies, political organizations, socio-political organizations shall make payments for support, pensions, social security payments and other legal funds from the state budget in the form of transfers to social security benefit accounts on the national identification application.
However, in case the beneficiary has not created a social security benefit account and does not have a written authorization to receive it, payment will still be made in other forms as prescribed.
New regulations on sanctioning administrative violations in the field of social insurance
From September 10, 2026, Decree No. 283/2026/ND-CP dated July 15, 2026 of the Government on sanctioning administrative violations in the fields of labor, social insurance, and Vietnamese workers going to work abroad under contracts will take effect.
This is one of the notable regulations for employers, employees and related organizations and individuals.
The Decree consists of 6 chapters, 68 articles, regulating administrative violations, forms and levels of penalties, remedial measures, authority to make records, authority to impose penalties and the implementation of forms of penalties, remedial measures in the fields of labor, social insurance and Vietnamese workers going to work abroad under contracts.
In the field of social insurance, the main forms of penalties include warnings or fines. Depending on the nature and severity of the violation, organizations and individuals may also be subject to additional forms of penalties such as confiscation of exhibits of administrative violations, revocation of the right to use professional certificates for a limited time, suspension of operation for a limited time or deportation of foreign workers working in Vietnam.
