Dak N'Ting irrigation lake project, in Quang Son commune, Dak Glong district has a total investment of more than 137 billion VND. This project has a capacity of more than 2.1 million m3 with the goal of providing irrigation water for 680 hectares of crops and daily activities of about 1,000 households. The project is invested by the Management Board of Construction Investment Projects of Dak Nong province.
In late July and early August 2023, due to the influence of prolonged heavy rain, a large and prolonged sliding arc appeared at the dam surface of Dak N'Ting reservoir. Faced with the complicated situation of landslides, the People's Committee of Dak Nong province announced a natural disaster emergency at the Dak N'Ting reservoir project.
By November 2023, the People's Committee of Dak Nong province established an investigation team (chaired by the Department of Agriculture and Rural Development) of the Dak N'Ting reservoir incident (Inspection Team 522).
After that, the People's Committee of Dak Nong province assigned Inspection Team 522 to conduct an assessment of the cause of the construction incident. However, up to this point, after nearly a year since the incident occurred, the cause of the incident has not yet been specified by specialized agencies.
According to the Department of Agriculture and Rural Development, troubleshooting the project and the downstream area of Dak N'Ting reservoir was initially quite confusing and encountered many difficulties. This is a complex, highly specialized incident and the first time it happened in Dak Nong.
Therefore, Inspection Team 522 spent a lot of time developing an outline for assessing the cause and finding out how to select a qualified consultant for inspection.
In addition, due to the complexity of the incident, most units with inspection consulting functions are not enthusiastic and are concerned about receiving inspection consulting.
On the part of the Department of Agriculture and Rural Development, it also took a lot of time to find a consulting unit to carry out inspection and serve the incident assessment work at this project. Currently, there is a unit interested in implementing inspection work to assess the causes of incidents in the construction area.
Regarding this project, the leaders of Dak Nong Provincial People's Committee requested the Department of Agriculture and Rural Development to have a specific report on the completion time of the work.
The inspection of the cause of landslides must have an implementation time and an end time. Inspection Team 522 must speed up the process of finding the cause, propose solutions and report to the Provincial People's Committee on implementation results according to regulations.
