Provincial road 313C is an important traffic route passing through Dong Luong and Hung Viet communes, Phu Tho province (Yen Duong and Van Khuc communes of the old Cam Khe district).
In 2022, Lao Dong Newspaper reflected on the serious degradation of provincial road 313C after 2 decades of not being renovated and upgraded, causing many difficulties for people's travel.
By the end of 2023, the Phu Tho Provincial Department of Transport (now the Department of Construction) had invested 45 billion VND to implement the project of Repairing damage after storms and floods on provincial road 313C (section from Km7+630 - Km14+900).
Returning here on the first day of February 2026, Lao Dong Newspaper reporters recorded that the entire 7.27km of provincial road 313C, which is degraded, has been asphalted spaciously and cleanly, and the drainage system and traffic safety system have been built synchronously.
In particular, about 3km of provincial road 313C is covered with red flags with yellow stars, flags, flowers, lanterns... creating a peaceful and colorful scene.
Meeting reporters, Mr. Nguyen Kim Thinh - a resident living in Dong Luong commune (old Yen Duong commune) - could not hide his joy when after many years of waiting, the arterial road now has a new look.
Previously, provincial road 313C was full of potholes and craters, dusty in the sun and muddy in the rain, making people's travel very difficult... But now we have a new clean, wide and beautiful road, worthy of those years of waiting" - Mr. Thinh happily said.

According to Mr. Hung, the brilliant flag and flower road along from Yen Duong to Van Khuc is the way households self-mobilize to contribute money and effort to decorate and celebrate the first year of welcoming Tet with a new road.
From the new route, people have more motivation to enthusiastically work, produce, and develop the economy. The flag and flower road is proof of the changes of the homeland, bringing people's belief and hope for a better future" - Mr. Hung shared.
