A private source of Lao Dong Newspaper on February 15 said that the Investigation Police Agency of Bac Lieu Provincial Police requested the People's Committee of Phuoc Long District to provide all documents, evidence, and materials related to the Investment Project to build a commercial housing area and a central market in Phuoc Long District, Bac Lieu Province.
The above project was approved by the People's Committee of Bac Lieu province in 2011 with an area of over 45,630m2 and is called Phuoc Long District Commercial Center.
In November 2014, the People's Committee of Bac Lieu province approved the change of name to Phuoc Long District Central Market and Commercial Housing Area, and reduced the area to 15,941m2. Of which, there are 1,257.42m2 of land managed by Phuoc Long District People's Committee, the remaining 14,683.25m2 is invested by the investor to self-clearance the site.

In May 2014, Phuoc Long District People's Committee issued decisions to reclaim land from 77 households and individuals to implement the project.
Before the Provincial People's Committee issued a document approving the adjustment of the project's name and scale, the investor arbitrarily built 14 houses on the land managed by the District People's Committee. This land was valued at nearly 9 billion VND at that time.
In 2013, the district encountered difficulties and agreed with the investor to advance 2 billion VND to the district social security fund account. In 2014, the district continued to advance an additional VND 2.9 billion to investors, bringing the total amount transferred by investors to the district in advance to VND 4.9 billion.
