Hanoi Police have synchronously deployed many plans and schemes to ensure absolute security and safety for more than 6 million voters in 4,97 polling stations in the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026–2031 term.
The election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026–2031 term is an important political event of the country, demonstrating the people's right to mastery. With a scale of more than 6 million voters, 4,97 polling stations in 126 commune-level administrative units, Hanoi is the locality with the largest number of voters and polling stations in the country.
Clearly recognizing the meaning and importance of this event, Hanoi City Police proactively and early deployed many plans and plans to ensure security and order (ANTT) to serve the election work. The system of directing documents and plans to protect elections was issued synchronously, along with the establishment of the Election Protection Steering Committee of the City Police to unify the direction and administration of plans to ensure ANTT.

In the process of implementation, Hanoi City Police have proactively advised the City Party Committee and the City Election Commission on many important solutions to maintain political security and social order and safety. Based on early identification of risks that may affect election work, police forces at all levels have promptly advised Party committees and local authorities to develop appropriate prevention and handling plans, not allowing complicated situations to arise.
The application of digital transformation in voter management is particularly focused on. Police forces at all levels have coordinated with local authorities to review, compile and update voter lists in accordance with the law. Local police officers and soldiers regularly stick to the area, directly go down to each residential area to review and clean up population data, ensuring accurate information.

Currently, all 126/126 communes and wards in the city have used unified voter management software nationwide, directly connected to the National Population Database. The compilation, adjustment and supplementation of voter lists are carried out on a digital data platform, ensuring that each voter can only make a list and exercise voting rights in one area in accordance with regulations.
For detention facilities and compulsory detoxification facilities in the area, Hanoi City Police have also proactively reviewed and compiled voter lists according to legal regulations. The listing is carried out strictly, ensuring accuracy of personal information and legal status of each case, both ensuring citizens' voting rights and ensuring that the election takes place seriously and in accordance with regulations.
At polling stations, grassroots police have proactively surveyed the area, firmly grasped the situation to develop plans to ensure social order and safety suitable to the reality of each area. Police forces are arranged to be on duty at polling stations, and at the same time maintain duty shifts and combat duty at headquarters to promptly receive information and handle arising situations related to security and order.

In parallel with that, the Fire and Rescue Police force has inspected fire safety conditions at polling stations; guided units and facilities to arrange sufficient on-site fire fighting equipment, and at the same time developed handling plans when fire and explosion incidents occur. Forces and rescue vehicles are also deployed on duty, ready to handle emergency situations as quickly as possible, ensuring safety for voters and members of the election team.
In addition, Hanoi City Police have strengthened forces from professional departments to the grassroots level to guide and support commune-level police in ensuring social order and safety. Units continue to deploy peak periods of attacking and suppressing crimes; strengthen administrative inspection and control; tighten residence management and management of foreigners to promptly detect and handle potentially complex factors.
The police force also proactively reviews complex issues related to complaints, disputes, and conflicts within the people to promptly advise Party committees and local authorities to resolve them right from the grassroots level, not allowing "hot spots" to arise affecting election work.
Notably, security assurance in cyberspace is focused on being implemented in parallel with traditional security measures. Functional units strengthen the review and grasp of the situation on the internet and social networks, promptly detect and strictly handle cases of posting false, untrue or distorted information about election organization.
Along with that, the police force also promoted propaganda and dissemination of legal regulations on elections, contributing to raising people's awareness, creating social consensus and ensuring a healthy information environment before, during and after the election day.
With proactive, methodical preparation and high determination of the entire force, Hanoi City Police are ready with conditions to ensure absolute security and safety for the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026–2031 term, contributing to making election day truly become a festival for the whole people in a democratic, safe and orderly atmosphere.
