On March 6, Hanoi City Police organized an online conference to evaluate the results of implementing the plans of Hanoi City People's Committee on solving urban order bottlenecks and traffic congestion. The conference emphasized the requirement to tighten the responsibility of the government and grassroots functional forces, not to let the situation of sidewalk and road encroachment reoccur.
The conference was connected online to grassroots points with more than 470 delegates who are leaders of the People's Committee, the Police Command and the Order Police force at commune and ward levels attending. Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police - chaired the conference.
According to Senior Lieutenant Colonel Bui Nhat Quang - Head of the Staff Department of Hanoi City Police, in the past time, levels and sectors have implemented many measures to solve two major bottlenecks in urban order and traffic congestion, especially during the service to the people welcoming the 2026 Lunar New Year.
The whole city has recovered more than 11,500 sets of wooden and bamboo poles; renovated 1,120 streets with more than 29,000 old cabinets and power poles that have been painted and replaced. Functional forces have also strengthened inspection and handling of violations with more than 3,000 patrols and inspections; fined 2,597 cases, with a total amount of more than 1.8 billion VND.
In addition, many free vehicle parking points serving people traveling in spring have been organized at Phu Tay Ho, Dinh Kim Lien, Quan Thanh, Phuc Khanh Pagoda... The surveillance camera system has also been effective in handling violations with 1,403 cases being "retrospectively fined", with a total fine of more than 1.1 billion VND.
However, the conference also pointed out many shortcomings in urban order management. During the recent Tet holiday, the situation of flower markets spilling onto the road causing traffic obstruction occurred in Tuong Mai ward; many spontaneous flower markets appeared in Hong Son, My Duc, Phuc Son, Binh Minh, Xuan Mai, Hoai Duc areas.
The situation of waste causing environmental pollution is also slowly being thoroughly handled in Hoang Liet and Xuan Dinh wards.
On New Year's Eve and after fireworks displays, the situation of unlicensed parking still occurred in Hoan Kiem and Cua Nam wards. Food and beverage business encroaching on sidewalks broke out in many areas such as Hoan Kiem, Cua Nam, Ba Dinh, Ha Dong, Hai Ba Trung, Dong Da.
After the Tet holiday, sidewalk encroachment violations continue to recur in Hoan Kiem, Ha Dong, Kim Lien, Van Mieu - Quoc Tu Giam, Cua Nam, Lang Thuong, Dong Da wards.
Notably, the situation of "regarding the law" still occurs in some areas. Many businesses and building material stores illegally use sidewalks to place tables and chairs, park motorbikes on the road, and cars on sidewalks in Hong Ha ward (lines Hong Ha, Bach Dang, Phuc Tan, Chuong Duong Do); Quoc Oai (Hoang Xa, Pho Huyen, Chua Thay routes); Cau Giay (Cau Giay street); Kim Lien (Chua Boc route); Ha Dong (Nguyen Van Loc, Vu Trong Khanh routes).
Even, violations recur as soon as the Traffic Police force leaves the area in Van Mieu - Quoc Tu Giam ward (Van Mieu, Nguyen Khuyen, Tran Quy Cap streets) and Hoan Kiem (Dong Xuan, Hang Giay, Gam Cau, Tran Nhat Duat streets).
In addition, there is still a situation where commune-level police organize traffic diversion unscientifically, without exchanging with the Traffic Police Team in charge of the area, disrupting coordination and directly affecting people's travel.
Faced with the above situation, Lieutenant General Nguyen Thanh Tung criticized some grassroots units for being irresponsible in managing the area, allowing prolonged violations to occur. At the same time, he emphasized not to let the situation of "the city sees but the grassroots turns a blind eye" occur, requesting strict handling of areas for re-violation.
The Director of Hanoi City Police requested to pursue responsibility to the end for the areas where traffic order violations occurred, not to loosen urban order management, and at the same time strengthen violation handling through camera systems.
In particular, if any area is reminded for the third consecutive time, Hanoi City Police will summarize the list and report to the Standing Committee of the City Party Committee, requesting local Party committees and authorities to review and handle the responsibility of the head. At the same time, consider disciplinary action against the Head of the Commune-level Police according to regulations.
Leaders of Hanoi City Police also requested the entire force and local authorities to strictly implement the "3 no" principle: Do not follow the movement; do not allow re-violations on cleared streets; do not allow the emergence of new traffic congestion points.
The assignment of tasks must closely follow the "6 clear" criteria: Clear people, clear tasks, clear responsibilities, clear progress, clear procedures, clear efficiency.
Grassroots officials must proactively grasp the area, regularly self-inspect and supervise, and not let the situation of "waiting for the city's inspection team to detect violations" occur. At the same time, Hanoi City Police will advise the City People's Council to raise the level of administrative penalties for violations of urban order according to the provisions of the revised Capital Law, in order to increase deterrence.
