On June 13, the Office of Ha Tinh Provincial People's Committee said that it had just issued a document conveying the directing opinions of Standing Vice Chairman of the Provincial People's Committee Tran Bau Ha related to the Xuan Thanh Service and Guesthouse Project.
Accordingly, requesting Hong Lam Xuan Thanh Joint Stock Company to seriously and urgently implement the incident remediation according to the direction of the Provincial People's Committee in previous documents.
In case of slow repair of the incident, leading to related consequences, Hong Lam Xuan Thanh Joint Stock Company bears full responsibility before the law according to regulations.
Assign the Provincial Police according to their functions, tasks, and authority, to urgently implement the contents related to the project incident appraisal request; send it to the Department of Construction and report to the Provincial People's Committee before June 20, 2026.
Assign the Department of Construction to take the lead in monitoring and urging Hong Lam Xuan Thanh Joint Stock Company and related units to implement project incident remediation in accordance with regulations.
Previously, in March 2026, Ha Tinh Provincial People's Committee also issued a document urging to focus on overcoming the Xuan Thanh Service and Guesthouse Area Project.
In which, requiring the investor to focus resources to implement incident remediation before April 30, 2026, ensuring completion before the 2026 rainy and storm season.

Lao Dong Newspaper has had many articles reflecting on a series of villas at the Xuan Thanh Service and Guesthouse project in Tien Dien and Co Dam communes that abnormally collapsed during storm No. 10 in 2025.
Among them, 23 villas adjacent to the sea dyke area were damaged and collapsed; some other construction items such as sea dykes, swimming pools and fences were also seriously damaged.
Previously, the Ha Tinh Department of Construction had an initial report identifying the cause of collapse of many villas at the Xuan Thanh Service and Guesthouse Project.
At the project, the investor has built 428 m of sea dyke according to construction permit No. 40, and actual inspection shows that this dyke is still stable and not collapsed. With 850 m of sea dyke licensed No. 38 by the Department of Construction, construction has not been carried out.
With 884 m of seawall that has been constructed without a permit from the Department of Construction collapsing, the length is 832 m.
Ha Tinh Construction Quality Inspection Center determined that the project collapsed and was damaged at the time of storm No. 10 (late September 2025) but unfavorable weather conditions were within the scope of calculation according to current regulations and standards.
Ha Tinh Department of Construction pointed out that because the investor did not construct embankment item number 38. In the unlicensed embankment part, construction with designs not ensuring load-bearing conditions was the main cause of collapse.
Ha Tinh Department of Construction also determined that the investor must bear full responsibility for overcoming the consequences of the incident.
