According to reports, the Xuan Thanh Service and Guesthouse Area Project in Tien Dien and Co Dam communes invested by Hong Lam Xuan Thanh Joint Stock Company has 23 villas adjacent to the sea dyke area that were damaged and collapsed; some other construction items such as sea dykes, swimming pools and fences were also seriously damaged.
At the project, the investor built 428 m of embankment according to construction permit No. 40, through actual inspection, it was shown that this embankment part is still stable and not collapsed. With 850 m of embankment licensed by the Department of Construction No. 38, construction has not been carried out.
With 884 m of sea dyke that has been constructed without a permit from the Department of Construction collapsed with a length of 832 m.
Ha Tinh Construction Quality Accreditation Center determined that the project collapsed and was damaged at the time of storm No. 10 (late September 2025) but adverse weather conditions were within the scope of calculation according to current regulations and standards.
Ha Tinh Department of Construction pointed out that because the investor did not construct the embankment item with license plate 38. In the unlicensed embankment section, it was built with a design that did not ensure load-bearing conditions, which is the main cause of collapse.
The embankment construction process has not fully complied with the construction drawing design documents.
“Through inspection, it was determined that the investor did not organize the construction of the seawall according to the content of construction permit No. 38 issued by the Department of Construction, but organized the construction of the seawall plan without a construction permit issued by a competent authority. This is the main cause leading to the incident causing collapse and damage to the projects mentioned,” according to Ha Tinh Department of Construction.
Ha Tinh Department of Construction also determined that the investor must be fully responsible for overcoming the consequences of the incident.
For related units, including design consulting, appraisal, construction and supervision consulting, they must be jointly responsible for allowing the above incident to occur.
The investor must urgently construct the seawall that has been licensed by the Department of Construction, ensure safety for the works behind the seawall and complete the procedures according to current regulations.

Demolition of damaged construction items with 16 houses in Villas; it is necessary to assess and monitor the inclination and subsidence of houses, cracks of built walls for a certain period of time to have a basis for assessing the safety of the project in the long term for 7 other villas that have been affected.
Request the investor and relevant units to urgently organize the demolition of damaged and collapsed works that are no longer capable of repair and remediation to ensure safety, security and order in the locality. The time to implement the remediation of incident consequences is no more than 6 months.
Organize to assess the responsibility and level of violations of relevant organizations and individuals in accordance with the provisions of law; and at the same time, urgently implement measures to overcome the consequences of damage, ensuring the legitimate rights and interests of organizations and individuals who suffer property damage caused by the incident.
Previously, Lao Dong Newspaper had many articles reflecting a series of villas at the Xuan Thanh Service and Guesthouse Project collapsed in storm No. 10 with signs of not constructing sea dykes according to the design.
