Treating about 34 million tons of landfilled waste
On August 19, Member of the Party Central Committee, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong chaired a meeting on solid waste treatment in the city.
Reporting at the conference, Director of the Department of Agriculture and Environment Le Thanh Nam said that currently, every day, about 3,000 - 3,400 tons of solid construction waste are generated in the city, peaking at about 10,000 tons/day. About 90% of solid construction waste is inorganic materials. It is forecasted that by 2030, the average volume of solid waste generated is about nearly 5,000 tons/day.
Regarding domestic solid waste, the city's centralized treatment areas receive and treat an average of more than 8,000 tons/day. By 2030, the total generation is expected to be about 13,200 tons/day, and the treatment demand at centralized areas is about 11,200 tons/day. In addition, it is necessary to treat the volume of waste that has been buried (about 34 million tons) at Nam Son and Xuan Son treatment areas.
According to Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police, in the past time, the City Police have discovered and handled many cases related to acts of causing environmental pollution.
From December 15, 2025 to date, the City Police have prosecuted 4 cases with 13 related defendants. Along with that, inspected and administratively fined 23 cases with a total amount of 1.4 billion VND and are inspecting 20 other cases. The commune-level police have discovered 247 cases of violations of improper garbage disposal, fined a total of 3 billion VND.
Vice Chairman of the City People's Committee Bui Duy Cuong said that the city is focusing on maintaining daily environmental sanitation and treating waste.
The city has comprehensively assessed the arising volume, treatment needs and developed plans to implement projects according to the plan, and at the same time arranged temporary treatment areas or on-site treatment for localized cases. The city aims to balance the arising volume and treatment of solid construction waste by the end of 2026; balance the arising volume and treatment of sludge by the end of 2026; for domestic solid waste, it will be treated by power generation technology, ending direct landfill by the end of 2027.
Regarding long-term orientation, the city is studying two gathering and treatment areas for materials and waste on a scale of over 100ha in Trung Gia and Vat Lai communes; prioritizing the treatment of residual waste at Xuan Son and Nam Son landfills.
Initially, a plan to treat about 3.6 million tons of old waste at Xuan Son landfill will be implemented, then expanded to Nam Son with a volume of about 30 million tons.

Gradually ending the burying of domestic waste
Concluding the meeting, Standing Deputy Secretary of the City Party Committee Nguyen Trong Dong assessed that the work of managing, collecting and treating waste in the past time has had many positive changes. On that basis, the Party Committee and City People's Committee need to continue to direct units to review and develop a comprehensive and complete report on all types of waste generated in the area; in which it is necessary to clarify the volume of waste generated, the current status of collection, transportation, treatment, existing problems, obstacles and solutions to be implemented in the coming time.
Mr. Nguyen Trong Dong requested the Party Committee and City People's Committee to focus on urging investors to accelerate the progress of waste treatment projects being implemented, soon increase the capacity of waste incinerators, and gradually stop burying domestic waste. Along with that, it is necessary to have radical solutions to treat fly ash from waste burning technology.
For treating old waste at landfills, it is necessary to urgently develop unit prices, norms and technical standards. This is a necessary condition to accelerate the treatment of residual landfills, contributing to improving the environment.
Regarding waste collection, relevant units need to quickly arrange appropriate collection locations, invest in equipment, apply modern technology; automate collection and transportation to improve efficiency, ensure urban aesthetics and environmental sanitation along the streets.
Faced with the reality that the volume of solid construction waste is increasing, Standing Deputy Secretary of the City Party Committee Nguyen Trong Dong requested localities to urgently allocate land funds to form collection points, receive and put technology into treatment; create conditions for units to deploy treatment right in the area, reduce transportation costs and end the situation of illegal construction waste dumping.
