Parks remove fences, community adds responsibility

The demolition of fences in large parks such as Thong Nhat Park in Hanoi is a turning point decision, changing public spaces and helping to connect streets. This is an open policy, shifting from the closed park model to an open park, thereby creating a more spacious and convenient public living space for people.

However, this decision is not only a change in the way of managing and building infrastructure but also requires the participation and responsibility of the community in maintaining and protecting this space.

Thong Nhat Park - one of the largest and most historic parks in Hanoi - was once surrounded by fences, creating a closed space, limiting access for people, especially those with low incomes or those who do not have the conditions to participate in park activities due to entrance fees.

The park without fences will help green space be directly connected to the surrounding area, becoming an easy-to-reach destination for all classes of people, especially those with low incomes or the elderly, children, or those who do not have the conditions to use fee-based entertainment services. The opening not only helps improve the quality of urban space but also promotes local economic development by attracting more people and tourists to visit, creating more opportunities for commercial and service activities around the area.

The demolition of park fences also poses many challenges, especially in the management and protection of public assets. When the park becomes an open space, there are many factors that need to be managed more closely, such as security and order, environmental sanitation, tree protection, playgrounds and construction items in the park.

The biggest challenge could be protecting this space from unconscious acts by a part of the population, such as littering, violating regulations on use or damaging equipment in the park. Parks without fences can easily become a gathering place for social evils, if there is no strict supervision and management from authorities and the community.

Therefore, the responsibility of the people is extremely important in maintaining an open, clean and safe park. Each citizen needs to be self-conscious in maintaining hygiene, protecting trees and public assets, and not endangering conservation areas in the park. The community also needs to join hands to monitor activities in the park, helping to ensure security and order, prevent and combat evil and contributing to the preservation of green space for everyone.

Local authorities also need to closely coordinate with functional forces to ensure management, while developing reasonable monitoring measures so that people can confidently use the park without worrying about security or environmental sanitation issues.
