The boost from the Urban Development Law creates momentum for a new development space

Ho Chi Minh City is accelerating infrastructure development with a series of mega-transportation and urban projects being started, creating momentum for new development space.

Series of super projects accelerate

It is rare for any period in Ho Chi Minh City to simultaneously deploy many strategic infrastructure projects with such large scale and rapid speed as today. Prominent is the Ben Thanh - Can Gio metro, about 54km long, with a total investment of more than 102,000 billion VND. The project was started on December 19, 2025, less than 1 year after the idea was proposed.

The Can Gio - Vung Tau sea-crossing road with a total capital of more than 93,000 billion VND is also being accelerated after starting construction in early July. From proposal to commencement, the project takes about 10 months and is expected to be completed in 2029. The project is expected to form a direct connection axis between Ho Chi Minh City and Vung Tau, expanding the development space towards the sea, creating momentum for marine economy, tourism and logistics.

Meanwhile, Metro Line 2 (Ben Thanh - Tham Luong) after more than 15 years of obstacles, in March 2025, Ho Chi Minh City decided to transfer capital from ODA to the budget, and at the same time apply special mechanisms according to Resolution 98 (now Resolution 260) and Resolution 188. The project officially started construction on January 15, 2026.

According to the Ho Chi Minh City Department of Construction, 2026 is a pivotal year for implementing the Action Program for the 2025 - 2030 term. The city is focusing on accelerating progress and disbursing 77 key projects and works. In just the first 8 months of the year, Ho Chi Minh City started construction of 14 projects with a total investment of about 466.379 billion VND.

The list extends from transportation, urban areas to large-scale projects such as the city center square and administrative center; Ben Thanh - Tham Luong metro; Ben Thanh - Thu Thiem metro; Can Gio bridge; Phu My 2 bridge; Can Gio - Vung Tau sea crossing; Ho Tram expressway - Long Thanh International Airport; Binh Tien bridge and road; Ho Chi Minh City - Moc Bai expressway; Rung Sac intersection; Ben Nha Rong - Khanh Hoi Cultural Park and Saigon riverside public green tree system.

On September 2nd, the city is expected to start construction of more key traffic projects such as: Ho Chi Minh City Ring Road 4, National Highway 1 and National Highway 13 expansion...

More room for Ho Chi Minh City to promote infrastructure investment

The Urban Development Law is expected to create more room for Ho Chi Minh City to promote infrastructure investment. Accordingly, the Chairman of Ho Chi Minh City People's Committee is allowed to decide and approve the investment policy for a number of projects under the authority of the city and the Prime Minister in the area.

The Ho Chi Minh City People's Council is empowered to stipulate criteria, procedures for selecting investors, contractors, PPP project payment mechanisms and cases of applying direct contractor appointment, direct investor appointment to ensure progress. New mechanisms help the city be more proactive in implementing urgent and strategic projects.

According to Mr. Tran Quang Lam - Director of Ho Chi Minh City Department of Construction, the institutionalization of specific mechanisms in the Law on Urban Development will create more room for Ho Chi Minh City to accelerate infrastructure investment in the next 3-5 years. Initially, the city is preparing a list of urgent projects to apply shortened mechanisms and procedures from October 1st, thereby shortening the investment preparation time and soon putting projects into practice.

In October and April 2026, a series of other projects are also expected to be started such as Thu Thiem 4 bridge, Cat Lai - Phu Huu inter-port road to Ring Road 3, Go Cong intersection and the branch connecting Hanoi Highway with this intersection.

The city is expected to start construction of 4 more metro lines including: Binh Duong New City - Suoi Tien, Thu Dau Mot - Ho Chi Minh City, Tan Son Nhat - Phu Huu and Metro line No. 2 extending to the Northwest Urban Area.

According to Mr. Tran Quang Lam, the city is changing the method of project implementation, especially PPP projects and projects with strategic investors.

Instead of implementing sequentially, Ho Chi Minh City implements many tasks in parallel, from negotiation, completing dossiers to appraising designs and estimates, in order to shorten investment preparation time. The city also strengthens appraisal with the participation of experts to control the quality and efficiency of projects.
