On the afternoon of July 28, at the An Giang Provincial People's Council session, Director of the Provincial Department of Construction Le Viet Bac provided information related to the opinions of delegates and voters who are interested.
The delegate reflected that the routes (Xuong - Thoi Quan road; Don Dong canal, Vinh Phuoc A canal 5; Town - Thuy Lieu) in Go Quao, Vinh Tuy, Dinh Hoa communes are currently degraded and damaged, so which unit manages them?
Mr. Le Viet Bac said that the Government stipulates the demarcation of authority of local authorities at 2 levels in the field of state management of the Ministry of Construction, and commune-level People's Committees performing the function of road management agencies under district-level People's Committees as stipulated in the Road Law of 2024.
Clause 2, Article 2 of Decision No. 22/2026/QD-UBND of the Provincial People's Committee promulgating regulations on the management of provincial roads, urban roads, commune roads, and village roads in An Giang province stipulates that Commune, ward, and special zone People's Committees (referred to as commune-level People's Committees) are responsible for managing, exploiting, using, maintaining and protecting urban road traffic infrastructure (except for National Highways, Provincial Roads managed by the Department of Construction and the Provincial Economic Zone Management Board), commune roads, village roads, and works on the route (lighting, drainage system, sidewalks, green trees) on traffic roads under administrative management.
According to the above regulations, the authority to manage district roads in the past, currently according to the local government at 2 levels, is managed by the People's Committees of communes.
The roads of Don Dong Canal, Canal 5 Vinh Phuoc A; Town - Thuy Lieu) are managed by the People's Committee of Go Quao and Vinh Tuy communes. The Xuong - Thoi Quan road through 2 communes Long Thanh and Dinh Hoa; the section through Dinh Hoa commune has been renovated and expanded from 3.5m to 5.5m, completed in 2025; the remaining section has been proposed in the 2026 plan (repair and renovation of bridges on the route). The Department of Construction is completing investment procedures and is expected to deploy construction at the end of the third quarter of 2026.
On June 10, 2026, the Provincial People's Committee issued Decision No. 2719/QD-UBND on naming commune roads in An Giang province. In which, it has stipulated naming commune roads and assigned commune-level People's Committees to be responsible for naming commune roads under their management. Accordingly, the name and number of commune roads gradually digitize the data of the infrastructure system and serve as a basis for updating to the general plan, building plans for maintenance and repair of the commune road system in the area.
Mr. Bac said that regarding the funding for maintenance and repair, the Department of Finance has coordinated with departments, branches, and localities to complete the registration of the list from annual funds allocated to communes in Official Dispatch No. 5802/STC-THQH dated June 25, 2026 of the Department of Finance on considering the recommendations of the People's Committees of communes: Go Quao, Vinh Tuy, Dinh Hoa, Vinh Hoa Hung.
Public lighting systems on district roads, especially routes from the district center (old) to the current communes, are under the management authority of the Commune People's Committee.
