On July 28, at the session of the An Giang Provincial People's Council, Director of the Provincial Department of Home Affairs Nguyen Hoang Thong said that based on the Government's Decree regulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups; and the Notice of the Provincial Party Committee Office announcing the conclusion opinions of the Standing Committee of the Provincial Party Committee, the Department of Home Affairs has advised the Provincial People's Committee to develop Plan No. 2703/PA-UBND to arrange hamlets, clusters, and neighborhoods in An Giang province.
Based on this Plan, the People's Committees of communes, wards, and special zones in the province have developed projects to implement in their communes, wards, and special zones according to their authority. By June 30, 2026, the arrangement of hamlets, clusters, and neighborhoods in An Giang province has been completed in accordance with regulations.
According to Plan No. 2703, An Giang province has 102 commune-level administrative units, including: 85 communes, 14 wards and 3 special zones. Before June 30, 2026, the whole province had 1,828 hamlets, clusters, and neighborhoods (1,475 hamlets; 353 clusters, neighborhoods).
In which, there are 508 hamlets, clusters, and neighborhoods (405 hamlets with less than 400 households; 103 hamlets, clusters with less than 550 households) belonging to 78 communes, wards, and special zones that do not meet the standards according to Decree No. 185/2026/ND-CP that must be arranged. After arrangement, there are still 336 hamlets, clusters, and neighborhoods.
After arranging hamlets, clusters, and neighborhoods, the whole province still has 1,656 hamlets, clusters, and neighborhoods (1,359 hamlets; 297 clusters, neighborhoods), a decrease of 172 hamlets, clusters, and neighborhoods compared to before arranging, a decrease rate of 9.4%.
Director of the Department of Home Affairs Nguyen Hoang Thong said that, based on Decree No. 185/2026/ND-CP of the Government, the Department of Home Affairs has coordinated with departments, branches and localities to review and advise the Provincial People's Committee to submit to the Provincial Party Committee and People's Committee to report to the Standing Committee of the Provincial Party Committee for consideration of policies on allowances, concurrent positions, number, positions and regimes and policies for non-specialized personnel, people participating in activities in hamlets, wards, and neighborhoods in the province.
After having the policy of the Standing Committee of the Provincial Party Committee, the Department of Home Affairs will advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation a resolution specifying the level of support, funding sources for implementation, conditions and subjects of application. After the resolution is promulgated, the Department of Home Affairs will issue a document guiding unified implementation for localities to deploy synchronously throughout the province.
