The Vietnam Road Administration has just issued a telegram on accelerating the progress of investment and business projects for rest stops on the North-South Expressway in the East.
The telegram was sent to investors: Petrolimex Joint Venture; Futabuslines - Thanh Hiep Phat Joint Venture; T&T - 19/5 - Trung Phuong - Northeast Joint Venture; Thanh Thanh Nam - Chau Thanh - Viet Han - Sai Gon Investment - Thanh Thanh Cong Lam Dong Joint Venture; INDEL Investment and Development Joint Stock Company - Binh An Petroleum One Member Limited Liability Company; Xuan Khiem Group Joint Stock Company; Minh Dang General Investment Joint Stock Company; Thi Son Production and Construction Co., Ltd.
Project Management Boards: 2, 7, 85, Thang Long, My Thuan, Railway, Ho Chi Minh Road.
The Vietnam Road Administration said that the Administration and investors have signed investment and business contracts for rest stops on the North-South Expressway in the East.
To date, 15/21 stations have exploited some public service works serving traffic needs on the expressway; 6 stations have not been exploited (Vinh Hao - Phan Thiet Km144+560 station has not been constructed due to site clearance issues; National Highway 45 - Nghi Son, Dien Chau - Bai Vot, Van Ninh - Cam Lo, Cam Lo - La Son, Cam Lam - Vinh Hao stations have not completed public service works).
According to the signed contract progress, the rest stops on the North - South expressway in the East must basically be completed in the first - second quarters of 2026 (except for stations with problems or newly handed over land).
Over the past time, although the Road Administration has issued many documents urging, warning and requesting investors to accelerate the completion progress, the actual progress of the stations is very slow, not meeting the requirements.
Some stations have exploited essential public service works but have not completed the entrance and exit roads of the station and the parking area according to the design; many stations have not completed gas stations and charging stations to serve fuel supply.
The slow progress of rest stops is due to subjective reasons and is the responsibility of some investors such as not decisively implementing, not completing investment procedures, slow construction..., especially Petrolimex and Futabuslines - Thanh Hiep Phat Joint Ventures.
Investing in completing rest stops to serve people and vehicles traveling on expressways when put into operation is an important and urgent task and one of the conditions for implementing expressway toll collection invested by the State.
To complete the rest stops on schedule according to the contract, put them into synchronous operation on the expressway, and serve the travel needs of people, especially during the April 30th, May 1st holidays and the summer peak of 2026, the Road Administration requests:
Investors strictly implement the obligations and responsibilities according to the provisions of the signed contract; urgently increase human resources, materials, equipment, supplement construction teams, take advantage of favorable weather to organize overtime construction to accelerate progress, complete the public service project before April 30, 2026, complete the entire station according to the contract progress and the requirements of the Prime Minister and the Ministry of Construction.
If violating the obligations according to the provisions of the contract and law, the investors are fully responsible and the Road Administration will consider handling according to regulations.
Project Management Boards fully implement the assigned responsibilities according to Decision No. 248/QD-BXD dated March 10, 2025, Official Dispatch No. 02/CD-BXD dated March 14, 2025 of the Minister of Construction; focus on inspecting and urging the construction progress; managing and supervising investors to fulfill their obligations and responsibilities according to legal regulations and contracts; coordinating with localities to thoroughly handle existing problems and obstacles in site clearance work, especially Vinh Hao - Phan Thiet Km144+560 station.
Road Management Areas regularly inspect the site of rest stops in the managed area, grasp the situation and actual construction progress; promptly warn and rectify traffic safety and environmental sanitation assurance, especially stations that have been put into public service operation; proactively guide traffic organization for stations expected to be put into operation on April 30, 2026 so that investors have appropriate construction organization plans; periodically report to the Road Department weekly for monitoring and direction.
