Ho Chi Minh City People's Committee has just sent a document to the Standing Committee of the Ho Chi Minh City People's Council on the content expected to be submitted at thematic sessions of the City People's Council of the XI term in April 2026.
The City People's Committee proposed that the Standing Committee of the City People's Council create conditions to organize the second session - a thematic session on April 18, 2026 to consider and approve investment policies for key projects, celebrating April 30.
It is expected that the Ho Chi Minh City People's Committee will submit to the Ho Chi Minh City People's Council for approval the investment policy for the Ho Tram - Long Thanh International Airport urban expressway project in the form of public-private partnership (PPP).
The Ho Tram - Long Thanh airport urban expressway project is more than 42 km long, with the starting point connecting Ring Road 4 HCMC and DT. 991 road; the ending point connecting to DT. 994 (coastal axis Vung Tau - Binh Chau).
The route passes through communes and wards including: Tan Thanh, Kim Long, Ngai Giao, Nghia Thanh, Binh Gia, Xuan Son, Ho Tram, Xuyen Moc.
In terms of scale, the investment project is completed according to the plan with a scale of 8 expressway lanes, accompanied by parallel roads on both sides (2 lanes on each side). The end section of the route through the Binh Chau - Phuoc Buu forest area will be an elevated bridge with a scale of 8 lanes as planned. The entire route will build 7 intersections.
The project has a preliminary total investment of about 51,000 billion VND, of which site clearance costs are about 9,155 billion VND. The project is proposed to be implemented under a BT (build - transfer) contract.
If approved by the Ho Chi Minh City People's Council, the Ho Tram - Long Thanh airport expressway project will be grounded on April 30 and completed in 2029.
According to the Ho Chi Minh City Department of Construction, many important national infrastructure projects with regional connectivity are being accelerated, such as the Bien Hoa - Vung Tau expressway and the Ben Luc - Long Thanh expressway expected to be completed in 2026, or Ring Road 4 HCMC expected to be completed in 2028.
Therefore, early investment in the Ho Tram urban expressway - Long Thanh airport to connect key projects and ensure synchronous and effective operation of Long Thanh airport is very necessary and urgent.
