At this session, the City People's Council passed many important Resolutions, notably 2 Resolutions on support policies for cadres, civil servants, public employees, and workers (CBCCVCNLD) due to the reorganization of the apparatus and support for cases of non-re-election, reappointment, and wish to retire early, as well as cadres who quit their jobs and retire at will in the period of 2025-2030.
In addition to the support policies according to the Central Government's regulations, Da Nang City decided to provide additional support at one time, with a level of 25% to 100% of the support level stipulated in Decrees 177 and 178 of the Government.
The People's Council of Da Nang City has passed a Resolution specifically regulating support policies for employees in the process of implementing the organizational arrangement. Accordingly, in addition to the policies implemented under Decree 178/2024 of the Government and current legal regulations, the city will have additional support depending on each subject.
Specifically, people who retire early within the first 12 months from the date of the arrangement decision will be supported once with 50% of the one-time pension subsidy regime for early retirement according to Decree 178/2024. For those who retire early from the 13th month onwards, the additional support level is 25%. In particular, cadres assigned to work more for 3 years at the grassroots level will receive additional one-time support equal to 100% of the support level according to Decree 178/2024.
For redundant commune and commune cadres and civil servants who are also subjects of Resolution 43 of the Da Nang City People's Council on support policies due to the arrangement of commune-level administrative units in the period of 2023-2025, will be selected to enjoy higher policies and regimes.
In addition, the City People's Council also passed a Resolution stipulating support policies for cases of non-re-election, reappointment, and wishes for early retirement and cadres who quit their jobs or retire at will in the 2025-2030 period. Accordingly, in addition to the provisions of Decree 177/2024 of the Government, these subjects will be supported one more time with 50% of the policy regime prescribed in Decree 177.
It is known that in the past 3 terms, Da Nang city has spent more than 13.4 billion VND in the budget to support 152 cases who are not old enough to be re-elected to the Party Committee and apply for early retirement.
Decree 178/2024 of the Government, effective from January 1, 2025, stipulates the early retirement policy applicable to people with a maximum retirement age of 10 years (under normal working conditions) and a maximum of 5 years (for areas with difficult conditions), with the condition of having enough time to pay compulsory social insurance.
