The arrangement of the administrative apparatus according to the general policy of the Central Government, Da Nang arranges communes and wards.
In particular, the proportion of communes and wards in Da Nang is not large, so the arrangement is only at the level of adjusting administrative boundaries, concentrated in Hai Chau, Son Tra, Thanh Khe districts. Next is the arrangement and streamlining of the apparatus according to the requirements of the Politburo. Besides the arrangement of departments and branches, merging according to the requirements of the Central Government, Da Nang will continue to streamline departments and branches that are not included in the merger such as: Department of Health, Department of Home Affairs, Inspectorate, Office of the People's Committee, etc.
"The spirit of reducing 15 - 20% of focal points and departments. Public service units with overlapping functions when merging will also be calculated. The merger also creates many problems that need to be solved. Besides saving time, focal points to handle work, streamlining to make the apparatus less cumbersome, Da Nang will resolutely do it, completing in the first quarter of 2025 the arrangement according to the Central's requirements. Currently, Da Nang is building specific plans, assigning departments to sit together to discuss and arrange the apparatus after the merger, with the spirit of reducing 15 - 20%," said Mr. Tran Chi Cuong.
According to the Vice Chairman of the Da Nang People's Committee, the remaining departments also sat down to review, rearrange, streamline, and continue to arrange public service units and associations according to the policy. Da Nang followed the Central Government's policy to do and do it seriously, not to do it carelessly or just to get it done.
Currently, the city has not determined the number of redundant staff because it is making a framework, from which it will calculate a roadmap, have strong policies to encourage staff who are close to retirement age, have little working time left, or staff who feel they are no longer capable of meeting the requirements to retire early. During the merger process, there will be people who retire and request to retire, and will continue to reduce the number of staff, not just a certain amount at once.
