Da Nang lowers water levels in a series of hydroelectric reservoirs, responds to super- Strong storm No. 10 approaching

Da Nang - Before storm No. 10 with gusts of wind of level 15, Da Nang requires hydroelectric reservoirs to lower water levels, proactively regulate, and ensure safety in downstream areas.

On September 27, the City Civil Defense Command issued Document No. 86/PTDS on the operation of Dak Mi 4 hydroelectric reservoirs, Bung 2 River, Bung 4 River, A Vuong River, and Tranh 2 River.

Accordingly, the City Civil Defense Command requested Dak Mi Hydropower Joint Stock Company, Song Bung Hydropower Company, A Vuong Hydropower Joint Stock Company, and Song Tranh Hydropower Company to calculate and organize the operation to gradually lower the water level of Dak Mi 4 and Song Bung 4 hydroelectric reservoirs, Song Bung 2 to the water level.

Specifically: Dak Mi 4: 251.5m, Song Bung 4: 217.0m, Song Bung 2: 598m before 6:00 p.m., September 28.

The operation time starts from 3:00 p.m. on September 27. At the same time, the operating mode will be changed according to the provisions of Procedure 1865.

Along with that, proactively calculate and organize operations to ensure that the water level of Song Tranh 2 and A Vuong hydroelectric reservoirs is not greater than the lowest flood water level.

The organization and operation must ensure the principles of operation, avoiding sudden changes according to regulations. Organize the implementation of information and notification to the authorities and people in the downstream area about the operation and regulation of the lake.

Regularly provide flood forecasts about lakes and rainfall data from measuring stations in the lake basin to the City Civil Defense Command, the Department of Agriculture and Environment, the Department of Industry and Trade and related units and localities to serve monitoring and direction.

According to the Central Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on September 27, the center of storm No. 10 was at about 14 degrees North latitude; 116.6 degrees East longitude, about 580 km East Southeast of Hoang Sa sea. This is a strong storm, moving very quickly, with a wide range of influence, which can cause a combination of strong winds, heavy rain, floods, flash floods, landslides and coastal flooding.

The strongest wind near the storm center is level 1112 (103133 km/h), gusting to level 15. The storm is moving west-northwest at a speed of 3540 km/h, nearly double the average speed.

Forecast of the impact of the storm, at sea, the North and Central East Sea (including Hoang Sa special zone) will have strong winds of level 89, near the storm's eye level 1013, gusts of level 16, waves 610 m high, and rough seas.

From the evening of September 27, the wind in the Da Nang sea area will gradually increase to level 6-7, gusting to level 8-9, waves 3.0-5.0m high, rough seas. From early morning on September 28, the wind increased to level 8-9, the area near the storm center passed level 10-13, gusting to level 16, waves from 5.0-4.0m high, the sea was very rough.

Ship operating in the above-mentioned dangerous areas are likely to be affected by thunderstorms, whirlwinds, strong winds, and large waves.

From September 27 to the end of September 28, Da Nang city will have moderate rain, heavy rain, some places with very heavy rain and thunderstorms. The total rainfall for the entire period is generally 100- 200mm, in some places over 300mm.
