On August 29, the Da Nang City Civil Defense Command issued a telegram requesting forces, departments, localities and related units to proactively respond to the tropical depression in the East Sea that is strengthening into a storm, with heavy rain in the coming days.
According to the Central Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on August 29, the center of the tropical depression was at about 16.5°N; 112.1°E, in the Hoang Sa special waters, about 450km east of Hue. The strongest wind is level 7, gusting to level 9, moving northwest at a speed of 20-25km/h. In the next 24 hours, the tropical depression is likely to strengthen into a storm, making landfall in the North Central region in the evening and night of August 30.
From the night of August 29, the Da Nang sea area will have showers, thunderstorms, winds gradually increasing to level 5-6, gusting to level 7-8; waves 2-3m high, rough seas. From the evening of August 29 to noon of August 31, the city will have moderate rain, some places will have heavy rain to very heavy rain, total rainfall is generally 70-150mm, locally over 250mm.
In that situation, the City Civil Defense Command requires: armed forces units, departments, branches, sectors, People's Committees of communes, wards, special zones and related units to continue to organize the implementation of response to tropical depressions in the East Sea and thunderstorms, tornadoes, lightning, hail and local heavy rain and proactively respond to heavy rain, floods, inundation, flash floods, landslides.
Regularly closely monitor disaster forecasts and warnings, promptly notify people of natural disaster situations to proactively respond; be ready to deploy disaster prevention and control plans.
Proactively deploy the work of ensuring the safety of people, vehicles, and property, especially for tourist destinations, aquaculture, fishing, seafood, and works at sea, on islands, and coastal areas. Proactively, take advantage of the organization of harvesting agricultural products and aquaculture areas.
Continue to promptly notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of tropical depressions (storm) to proactively avoid them; escape or not enter dangerous areas; call on boats to urgently return to shore or seek safe shelter.
Proactively plan to ensure the safety of ships and have appropriate production plans, ensure the safety of people and property, maintain communication to promptly handle possible situations.
The City Border Guard Command will base on the developments of tropical depressions and storms to proactively manage ships going out to sea according to the direction of the Chairman of the City People's Committee.
The City Police coordinate with the City Border Guard Command, the Department of Agriculture and Environment and coastal localities to guide fishermen to implement solutions and measures, arrange permanent forces for fire prevention and fighting when anchoring boats to avoid storms at planned boats and anchorage points to prevent fires and explosions; ensure security, order and safety of State and people's property.
Request the Da Nang Maritime Port Authority to inspect and review anchoring, ensuring safety for cargo ships and transport ships when anchoring in Da Nang Bay.
The armed forces units, Departments, branches, localities and related units closely monitor the developments of the tropical depression and weather reports, warnings and forecasts to proactively handle possible situations; prepare forces and means to respond and maintain contact with the City Civil Defense Command, the City Department of Agriculture and Environment.
