On February 15, the Internal Political Security Department, Da Nang City Police said that they had just issued a decision to sanction administrative violations against Mr. D.D. H. (born 1962, residing in Hoa Cuong ward, Da Nang City) with a fine of 7.5 million VND for posting and sharing false information on social networks.

Previously, on February 3, 2026, through grasping the situation in cyberspace, functional forces discovered that Mr. D.D. H. posted an article on his personal Facebook account (about 14,000 followers) with the status line "No zodiac sign at all!", along with an image of the gate of the Vietnamese Tet Festival at the Ho Chi Minh City Youth Cultural House. This image was edited using artificial intelligence (AI) technology with false, offensive content, distorting the nature of the matter, causing bad public opinion among officials, party members and social network users.

After the article was published, many opinions expressed outrage and criticism of the act of cutting and pasting, distorting images, affecting cultural and artistic values in public places.
Immediately after discovering the incident, the Internal Political Security Department coordinated with Hoa Cuong Ward Police to verify and invite Mr. D.D. H. to work. At the Police station, before the documents and evidence provided, Mr. D.D. H. admitted the violation, saying that due to lack of thorough thinking, not verifying information before posting, leading to bad public opinion and negative reactions in cyberspace.
Through working, Mr. D.D. H. clearly realized that his actions violated the law, committed not to re-offend and strictly complied with the sanctioning decisions of functional agencies.
Mr. D.D. H.'s actions violated point a, clause 1, Article 101 of Decree No. 15/2020/ND-CP of the Government on sanctioning administrative violations in the fields of post, telecommunications, information technology and electronic transactions. Based on legal regulations, the Internal Political Security Department issued a decision to sanction the amount of 7.5 million VND.
From the above incident, the Internal Political Security Department of Da Nang City Police recommends that people when participating in social networks need to raise their sense of responsibility, comply with the provision and sharing of information in accordance with the law. Each act of posting, sharing or commenting can create a large spillover effect, affecting the prestige of agencies, organizations, personal honor and the security and social order situation.
The City Police force will continue to strengthen the work of reviewing, detecting and strictly handling acts of taking advantage of cyberspace to violate the law, contributing to building a healthy and safe network environment.
