Mr. V.B. C said that according to the provisions of point d, clause 2, Article 2 of Decision No. 244/2005/QD-TTg, the 40% allowance level applies to teachers who are directly teaching in pedagogical schools and pedagogical faculties.
However, in practice, some higher education institutions have a model of the Faculty of Pedagogy merging with another Faculty (for example: Faculty of Foreign Languages - Pedagogy or organizing a pedagogical department under the branch).
So, are pedagogical teaching staff at the Department of Pedagogy under the branch (not the Faculty of Pedagogy, Pedagogical University) and foreign language teaching staff (not pedagogical teaching) at the Faculty of Foreign Languages - Pedagogy entitled to a preferential allowance of 40% or 25%?.

Currently, Decision No. 244/2005/QD-TTg has unclear content on this issue and the draft Decree to be issued is also unclear on this issue, I respectfully ask the Ministry of Education and Training to answer" - Mr. C asked the Ministry of Education and Training.
Regarding this content, the Ministry of Education and Training said that the preferential allowance regime for teachers is currently implemented according to the provisions of Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister and related guiding documents and documents.
Accordingly, the 40% preferential allowance level is applied to teachers who are directly teaching in pedagogical schools, pedagogical faculties (universities, colleges, high schools), schools of education and training management staff, and to teachers teaching political subjects in vocational high schools and vocational schools.
However, in the organizational practice of some higher education institutions today, pedagogical training faculties are merged and reorganized with other faculties according to a multi-disciplinary, multi-field model. For these cases, current regulations have not clearly defined the application of professional preferential allowances for teachers teaching modules and subjects in the field of pedagogy, leading to inconsistent understanding and implementation between educational institutions.
Accepting feedback and recommendations from citizens, the Ministry of Education and Training is presiding over the development of a Decree stipulating the professional preferential allowance regime for teachers, educational institution managers and educational support personnel in public educational institutions.
The draft Decree has specifically stipulated the subjects and conditions of application for teachers teaching in faculties with pedagogical training, including faculties organized according to the merger model, as a legal basis for educational institutions to implement uniformly in the coming time.
