According to the reflection of people in groups 3 and 4 (Co Nhue 2 ward, Bac Tu Liem district, Hanoi), the 2.2 km long road project, passing through Thuy Phuong and Co Nhue 2 wards, with a total investment of more than 200 billion VND, is still unfinished after more than 17 years. This situation causes many inconveniences to people's lives: Dusty sunny day, muddy, slippery rainy day. In particular, the section from Pho Vien to Tay Thang Long Street, about 600m long, passing through three residential groups (2, 3 and 4) of Co Nhue 2 Ward, is not only polluted but also has the potential risk of traffic accidents.
According to the reporter of Lao Dong Newspaper, the project currently shows no signs of construction. The abandoned road has become shabby, some areas are used by people to grow vegetables, open restaurants or use parking lots. Many sections of the road have been paved but are still covered with rocks and soil up to 70cm high, turning into places for garbage and prison water to accumulate, causing serious pollution.

Mr. Nguyen Van Tuan, residing in Tang Thiet Giap Collective Area, said indignantly: "The project has been abandoned for too long, causing many people to encroach on land to park their cars, open shops, and dump garbage, causing disorder and environmental sanitation. We have repeatedly petitioned the authorities with the hope that the project will be implemented soon to stabilize our lives".
Sharing the same concern, Ms. Nguyen Thi Lich, residing in Do Luong area, said that because the land had been abandoned for a long time and overgrown with grass, causing waste, she and some people had cleared the fields to grow vegetables. "We have been growing vegetables here for 4-5 years, but still hope that the project will be constructed soon so that the area is clean and beautiful and life is more stable," Ms. Lich shared.

Mr. Le Van Ngoc, a construction protection officer, said that he was hired by the construction unit to be a security guard since 2006. However, after not being paid for his salary for the past 9 years, he had to take advantage of the vacant land to open a restaurant and park his car. "Every time there is heavy rain, the whole road is flooded, I have to pay for the rental of machinery to clear the drainage so that people have a way to go," said Mr. Ngoc.

Responding to a reporter from Lao Dong Newspaper, Mr. Hoang Manh Cuong - Chairman of the People's Committee of Co Nhue 2 Ward, Bac Tu Liem District - said that the local government and people have repeatedly made recommendations about this project. "The project has been included in the list of difficult problems that need to be solved by Bac Tu Liem district, and is currently managed by the District Construction Investment Project Management Board," said Mr. Cuong.
According to Mr. Cuong, since the ward was separated (in 2024), the project has not had any implementation activities related to the ward, because it is not under the authority of the locality. When the site clearance work was completed, the ward handed it over to the District Construction Investment Project Management Board.
