Long Van urban area has a planned area of nearly 1,380 hectares, of which the Technical Infrastructure project of this urban area was approved by the People's Committee of the old Binh Dinh province in 2018, with a total investment of more than 176 billion VND, implementation period 2018 - 2021. To date, the project has been completed over 96%, the rest is stuck in site clearance at some locations with assets and houses of enterprises, so it has been extended to 2026.
According to the plan, Long Van Urban Area will become a new development center, contributing to creating a modern appearance for Quy Nhon City (old Binh Dinh), now Quy Nhon Bac Ward (Gia Lai Province). However, over the years, a part of the project's "golden" land - located along the trillion-dong road connecting Quy Nhon center with Becamex Vsip Industrial Park (Canh Vinh commune) - has been turned into a garbage dump for vehicles, vehicle repair and equipment storage. This situation has lasted for many years, but the authorities have not handled it thoroughly, causing public outrage.
If the encroachment is not completely handled, the infrastructure project of Long Van Urban Area will continue to be delayed, wasting public investment resources and disrupting the goal of building a new development center of Quy Nhon Bac. Instead of having a modern appearance as expected, this area will still be a shabby, messy picture, affecting the living environment and urban image.

Forced relocation and return of project site
Informing Lao Dong, Mr. Nguyen Thai Dien - Chairman of Quy Nhon Bac Ward People's Committee - said that the above land is under the management of the Gia Lai Provincial Land Fund Development Center. Recently, when receiving the coordination document for handling from this unit, the ward sent forces to inspect, verify and handle according to regulations.
According to Mr. Dien, this situation has existed since the time of Tran Quang Dieu ward (old Quy Nhon city, Binh Dinh). After the merger, Quy Nhon Bac ward received and is taking action to restore urban order.
"After determining the violator, we will require them to commit to moving all vehicles and equipment out of the land and returning the project site before October 15. If the deadline is not met, the ward will make a record and strictly handle it according to regulations. The viewpoint is to be determined, there is no collusion or cover-up for violations," Mr. Dien affirmed.
On the same day, Mr. Ngo Tung Son - Director of the Gia Lai Provincial Land Fund Development Center - informed that this situation has occurred many years ago and has lasted until now. After the merger, the new Center will receive the project. On July 8, 2025, the unit issued a document requesting the People's Committee of Quy Nhon Bac Ward to coordinate in handling and returning the site for continued construction. However, 3 months have passed, and the occupied land has not been cleared.
"Receiving the project, we found inadequacies, so we requested the Ward People's Committee to coordinate in handling the matter, requiring the two individuals who arbitrarily encroached on the land to urgently move items and equipment out of the site. Through working with the ward, these households have committed to relocating before October 15," Mr. Son informed.
According to Mr. Son, the Long Van Urban Area technical infrastructure project has been implemented since 2018, but due to problems in resolving complaints and lawsuits, it has been going on until now. This is also one of 8 backlog projects that have just been directed by the Gia Lai Provincial Party Committee to be completely resolved.
"Before the deadline for relocation, we will go to work with the People's Committee and the ward police to urge and completely handle this situation," said Mr. Son.
