Specifically, Vung Xec area and Area 203 (road connecting to Vung Xec area) in Do Son, with an area of about 20 hectares; land of the Do Son Center for Rehabilitation - Vocational Disease Treatment and Coconut trees, Old ward in Van Huong ward with an area of about 3 hectares and land from Hoa Phuong Hotel to the land of the Center for Conference and Training Trade Union officials with an area of about 3 hectares.
In May 2025, the People's Committee of Hai Phong City issued a decision on auctioning the right to use land for the reclaimed land in Vung Xec area, Van Huong ward, Do Son district, now Do Son ward, Hai Phong City.
According to the land use rights auction plan for the land use rights auction project in Vung Xec approved by the Hai Phong City People's Committee, the location of the land is determined to be at location 2 Van Hoa Street, from Doan 295 Intersection (area B) through the intersection of Hill 79 slope - The intersection of the parking lot - The intersection of the Duong - Pagotdong intersection to the website. This land is bordered by the East Sea to the East, West and South; and by Van Hoa Company Limited and Van Hoa Street to the North.
The land area for the project has a total area of 197,999.2 m2. Of which, residential land is 52,963.1 m2 (including low-rise houses: 17,234.9 m2, commercial apartments: 24,864.8 m2, social housing 10,863.4 m2). Hai Phong auctioned in the form of state allocation of land with land use fees collected through auction of land use rights for 42,099.7 m2 of residential land; land lease with one-time payment for the entire lease term for commercial and service land area of 19,343.7 m2, land lease with annual payment for educational land (preschool) of 4,068.5 m2. The land use term is 50 years from the date of the decision to recognize the auction results of land use rights.
The total estimated investment capital of the project is nearly VND 2,198 billion, the value of land use fees and land rental starting price is nearly VND 918 billion. In particular, the specific land price for 42,099.7 m2 of residential land includes 16.840 million VND/m2 with 17,235 m2 of low-rise residential land and 16.691 million VND/m2 for 24,865 m2 of residential land for commercial apartments. The land price of 19,343.7 m2 of commercial and service land with one-time payment for a 50-year lease term is nearly 11 billion VND. With 4,068.5 m2 of educational land (preschool), the annual rental fee is more than 4 million VND/m2.
Regarding the land use rights auction project in Vung Xec area invested by Bao Tin Infrastructure Joint Stock Company, recently, at the meeting of the board of directors for the week of November 40 in 2025, Chairman of Hai Phong City People's Committee Le Ngoc Chau directed the Department of Construction to preside over and coordinate with the Department of Finance to guide the investor to study the adjustment of the detailed planning of the project in the direction of ensuring environmental harmony. At the same time, in accordance with the resort needs of tourists, it is proposed to report to the Hai Phong City People's Committee before October 31, 2025.
