Tan Pheo commune, Phu Tho province was established from the merger of the entire area and population of 3 communes: Dong Chum, Giap Dat and Tan Pheo of Da Bac district, former Hoa Binh province.
For Kha Cuu commune - established on the basis of merging the entire area and population of 3 communes: Dong Cuu, Thuong Cuu and Kha Cuu of the old Thanh Son district (Phu Tho province).
Although these two communes are "adjacent" to each other, there are no roads connecting them. Because these are two mountainous communes, divided by the towering hills and forests of Da Bac district, former Hoa Binh province and Thanh Son district, Phu Tho province before the merger.

The regional liaison road project from Tan Pheo commune to Kha Cuu commune was approved for investment policy by Phu Tho Provincial People's Committee from May 8, 2026, according to Decision No. 1443/QD-UBND.
This is a group B project, with a total investment of 360 billion VND from the provincial budget capital in the 2026 - 2030 period, the project investor is the Hoa Binh Regional Project Management Board.
The road being built will be about 11.52km long. The starting point intersects with provincial road 433 in Tan Pheo commune; the ending point intersects with Van Mieu - Thuong Cuu road in Kha Cuu commune.
The route section will be designed according to level IV mountainous road standards, roadbed width 7.5m, road surface width 5.5m, asphalt concrete road surface structure, design speed 40km/h.
On the road being built, there is a bridge over Dan stream about 100m long, with reinforced concrete and prestressed reinforced concrete structures.
Along with that, the project will build a complete system of vertical and horizontal drainage on the route according to standards; synchronous traffic safety system.
The project will be divided into 2 component projects: Component Project 1 - Compensation, support and resettlement (total investment of about 48.1 billion VND; Component Project 2 - Construction of works (total investment of about 311.9 billion VND).
According to the progress, the project is currently in the process of preparing for investment. In 2027, the project will implement investment and in 2029 it will be completed and put into operation.

According to Phu Tho Provincial People's Committee, the investment objective of the project is to build a regional inter-connected traffic route to contribute to completing the transportation system according to the plan, expanding the transportation network, ensuring safe and smooth traffic, and promoting goods trade.
Along with that, promote investment attraction, exploit the potential of land, agriculture, and ecotourism of Tan Pheo, Kha Cuu communes and neighboring areas, contributing to the socio-economic development of the locality.
After completion, the project will shorten the distance and travel time between Tan Pheo, Duc Nhan, Quy Duc communes and the provincial administrative center and surrounding areas.
At the same time, eliminating the monopoly of Kha Cuu commune, forming a new traffic corridor conveniently connecting with Hanoi Capital and the Northwest provinces through the Hanoi - Hoa Binh and Hoa Binh - Moc Chau expressways.
Thereby, contributing to ensuring traffic safety, promoting exchanges and socio-economic development in the region.
