According to the People's Committee of An Giang province, by February 25, the Provincial People's Committee had completed the review, adjustment and approval of plans, creating a full legal basis for deploying infrastructure projects to serve the APEC Conference, while ensuring compliance with the sustainable socio-economic development orientation of the province.
21 projects are divided into 2 groups. Group 1 includes 10 public investment projects, has fully issued 9/9 urgent construction orders. In which, 10/10 projects have approved investor selection and contractor selection (9 projects).
The total planned capital allocated for APEC projects in 2025 is more than 4,100 billion VND, of which the central budget is more than 2,700 billion VND and the provincial budget is more than 1,300 billion VND. As of the time of reporting, the disbursement situation of the 2025 capital plan for APEC projects reached 67.5% of the plan.
In 2026, the province will focus on removing procedural obstacles, accelerating the progress of projects with large proportions of budget capital to increase disbursement rates, ensuring overall progress to serve APEC 2027 preparation work.
Group 2 includes 11 investment projects in the form of public-private partnership (PPP) and business investment that have selected project investors.
Regarding materials, the source of filling sand has ensured demand; filling soil is balanced and used from surplus excavation and filling sources in the process of implementing APEC projects and works. Regarding stone sources in 2025, the province must prioritize balancing the allocation of stone sources to ensure the progress of important national expressway projects and works that have been planned for allocation before. Therefore, for APEC projects, in the last 4 months of 2025, the province has directed the allocation of a volume of 650,000 m3 from semi-commercial licenses to serve the construction of key national projects serving APEC 2027.
The province has directed sectors and localities to develop plans to implement land acquisition, compensation, support, resettlement and site clearance; inventory work, forest purpose conversion; establish 15 survey teams, develop compensation, support, resettlement and site clearance plans.
According to the Provincial People's Committee, in the process of implementation, besides positive results, some objective difficulties and obstacles still arise, mainly related to: procedures for changing the purpose of using forest land, liquidating/recovering forest trees and handing over clean land according to regulations; compensation, support, resettlement and site clearance work at some locations; supply and coordination of construction materials to serve construction in conditions of large volume and urgent progress.

The Provincial People's Committee has focused on drastic direction, promoting the inter-sectoral coordination mechanism, strengthening on-site inspection, and promptly removing obstacles according to its authority; many contents have been handled, creating conditions for continuous construction organization, ensuring general progress. For contents beyond local authority, the Provincial People's Committee has proactively reported, proposed and closely coordinated with central ministries and branches to unify guidance and complete procedures according to regulations; and at the same time regularly update the progress of handling according to a specific roadmap. Thanks to that, so far, most of the obstacles have been removed or are being resolved in the direction of clear focal points - clear tasks - clear progress.
Inspecting the progress of APEC projects in Phu Quoc (February 27), Chairman of An Giang Provincial People's Committee Ho Van Mung praised and welcomed the Phu Quoc special zone and departments and branches of the province for their efforts and working with a high sense of responsibility, day and night, to perform assigned tasks.
The Chairman of the Provincial People's Committee also requested to focus on promptly removing difficulties and obstacles. Investors and investors must proactively monitor and review each part of the work; issues beyond their authority must be reported to provincial leaders on the same day for handling direction.
Departments, branches, and related units must closely coordinate, put common interests and common responsibilities first; promptly support and solve difficulties for investors, create the most favorable conditions for APEC 2027 projects to be implemented synchronously, on schedule and in accordance with regulations.
