According to Mr. Tran Bao Ha - Vice Chairman of Ha Tinh Provincial People's Committee, the Vung Ang - Bung section project, part of the North - South Eastern Expressway Construction Project in the 2021-2025 period approved by the Ministry of Transport, has a completed phase scale of 2 single tunnels.
Of which, the right tunnel is 840m long, the left tunnel is 716m long, each single tunnel is 14.05m wide, including 3 motor vehicle lanes (2 tunnels have 6 lanes).
According to the approved investment phase, the current phase only invests in the complete construction of 1 tunnel on the right, operating with 2 lanes in opposite directions, design speed of 80km/h; the tunnel on the left only digs, reinforces the tunnel tube, completes the tunnel shell to protect the structure and makes a temporary road surface to be used as a rescue and escape tunnel, has not invested in the surface drainage system, electromechanical system, serving the operation.
The completion phase will invest in completing the left tunnel to ensure the overall scale of the entire route.
However, according to the leader of the People's Committee of Ha Tinh province, due to the relatively long length of the tunnel, at present, traffic only flows through one tunnel on the right with a scale of 2 lanes for motor vehicles, which is quite narrow.
It is forecasted that when the North-South Eastern Expressway project in the 2021-2025 period is completed, put into operation, and synchronously connected with local routes, traffic volume on the North-South Expressway as well as through But Pass Tunnel will increase.
In case of only investing in completing and exploiting one tunnel on the right as per the approved investment phase plan, there will be potential risks of traffic safety and traffic congestion, especially when an incident occurs in the tunnel.

To serve the need for safe and convenient travel, and to meet the increase in traffic volume when the expressway project is completed and put into operation, the People's Committee of Ha Tinh province proposed that the Ministry of Transport invest in completing the Deo But tunnel with 2 tunnels so that each tunnel has one-way traffic, ensuring a total of 6 lanes for motor vehicles.
Deo But Tunnel is located in Ky Lac Commune (Ky Anh District) and Ky Hoa Commune (Ky Anh Town) and is constructed by Son Hai Group, with a total investment of more than 1,000 billion VND. The tunnel is designed with a reinforced concrete shell with 2 tunnels, of which the left tunnel is 716m long and the right tunnel is 840m long.
Since May 2024, the construction unit has drilled the 840m long right tunnel in the North-South direction, the left tunnel is still under construction.
