According to the decision, 17 hectares of additional forest will be converted to implement the Vung Ang - Bung section component project of the North - South Eastern Expressway Project, phase 2021-2025.
That forest land area belongs to Ky Tan commune, Ky Lac commune (Ky Anh district) and Ky Hoa commune (Ky Anh town).
The People's Committee of Ha Tinh province assigned the People's Committee of Ky Anh district, the People's Committee of Ky Anh town, and Project Management Board 6 (investor of the Vung Ang - Bung expressway project) to be responsible for directing and coordinating the implementation of compensation, site clearance, and inspection and supervision to ensure compliance with regulations, scope, and boundaries of forest areas with changed use purposes.
The Department of Agriculture and Rural Development is responsible for guiding, directing, inspecting, supervising and handling arising issues related to the exploitation of forest products, ensuring implementation in accordance with legal regulations.
At the same time, direct the implementation of replacement forest planting and synthesize and monitor the development of forest resources in accordance with regulations; guide the contents related to the conversion of forest use purposes to project implementation to ensure compliance with the correct order, authority and regulations.
The Department of Natural Resources and Environment shall base on the provisions of the law on land and forestry to advise the Provincial People's Committee and guide project investors to carry out land-related procedures in accordance with regulations.
The Department of Finance is responsible for guiding, directing, inspecting, supervising and handling arising issues related to financial and asset management procedures during the exploitation of forest products in accordance with regulations.
The Southern Ha Tinh Protective Forest Management Board, the People's Committees of Ky Tan Commune, Ky Lac Commune, and Ky Hoa Commune shall carry out the records and procedures on exploitation and utilization of forest products, forest product management, and finance according to regulations; report changes in forests and forestry land according to regulations.
Previously, on December 29, Lao Dong Newspaper published an article "17 hectares of forest conversion for the North-South expressway project" with the content that during the construction of the North-South expressway project, the Vung Ang section - 17 hectares of forest conversion broke out, so the Ha Tinh authorities are completing the procedures to carry out the conversion.
The reason for the additional forest area that had to be converted to another use was due to the expansion of the mountain-clearing construction to limit road landslides.
Affected by the North-South Eastern Expressway project in the 2021-2025 period, Ha Tinh province previously converted 108 hectares of forest, and has now converted an additional 17 hectares of forest.
