On November 10, the People's Committees of Hoi Phu Ward and Dien Hong Ward (Gia Lai Province) proposed the People's Committees of Gia Lai Province to enforce the relocation of 35 households subject to relocation to serve the Nguyen Van Linh Street project and the Nguyen Van Linh Street Residential Area Technical Infrastructure project.
These two projects have a total investment of nearly 2,000 billion VND, invested by the Provincial Construction Investment Project Management Board and the Gia Lai Provincial Land Fund Development Center.
According to the People's Committee of Hoi Phu Ward, there are a total of 676 households subject to land acquisition in Hoi Phu and Dien Hong wards. Currently, there are 39 households that have not agreed to the compensation plan and site handover. Therefore, the People's Committee of Hoi Phu Ward and the People's Committee of Dien Hong Ward have proposed that the People's Committee of Gia Lai Province enforce against 35 cases (expected on November 24); the remaining 4 cases will continue to propagate and mobilize.
Nguyen Van Linh Street is a key, strategic project, connecting the Pleiku center with new development axes. The delay in implementation will affect urban planning, investment attraction, urban beautification and the common benefits of the community.
The land acquisition and compensation process has been implemented in accordance with regulations. However, some households still deliberately do not comply with the handover of the site, even though they have received or are eligible for compensation. Therefore, it is necessary to enforce land recovery in cases of non-compliance after being mobilized and persuaded.
According to Vice Chairman of Gia Lai Provincial People's Committee Nguyen Tu Cong Hoang, the project has been implemented for a long time but has encountered many problems with compensation and site clearance due to people's disagreement. The settlement of petitions is still confusing, propaganda is not thorough, and some compensation and resettlement contents are still inadequate.
Mr. Hoang requested sectors and localities to review all documents and implementation processes. The People's Committees of the two wards continue to resolve complaints, develop a compulsory plan to report to the Provincial People's Committee and notify the payment of compensation to households that have not received it.
The Nguyen Van Linh Residential Area Technical Infrastructure Project was assigned by the Gia Lai Provincial People's Committee to Saigon Highland Investment Joint Stock Company to be implemented in 2009 on an area of over 94 hectares.
However, in February 2015, the project was terminated because the investor did not implement it on schedule, violating the Investment Law. In July 2017, the Provincial People's Committee agreed to adjust the detailed planning established by the old Pleiku City People's Committee with a total area of 94.9 hectares.
