The Government has just issued a draft Decree regulating the management and use of revenue from fines for administrative violations related to public order, road safety, and vehicle license plate auctions.
The draft Decree was issued at the request of the Minister of Public Security.
In particular, the draft Decree outlines the content of expenditures, as specified in Article 4. Accordingly, there are the following expenditures:
Expenditure on propaganda and dissemination of laws related to ensuring public order and road safety: Production, editing, broadcasting, publishing, transmitting information products with a journalistic or mass media nature, radio and television programs, published works, and other information products (leaflets, posters, banners, slogans, video clips)...
The head of the agency responsible for implementing the communication task is responsible for selecting the form, product, and content of the communication and approving the budget for the implementation of the task within the allocated budget, ensuring compliance with policies, regulations, efficiency, and appropriateness with the regulations of the law on bidding, ordering, and task assignment.
b) Expenditure on summarizing and concluding tasks, implementing tasks related to ensuring public order and road safety;
c) Expenditure on official duties, inspection, and supervision of tasks related to ensuring public order and road safety;
d) Expenditure on training, education, and professional development related to ensuring public order and road safety;
đ) Expenditure on wages for work performed at night or overtime to serve tasks related to ensuring public order and road safety, in accordance with the current law;
e) Expenditure on purchasing equipment and vehicles to serve tasks related to ensuring public order and road safety;
g) Expenditure on fuel and other fuels, maintenance, repair, and upgrade of equipment and vehicles, operation, management, and maintenance of systems, and data bases to serve tasks related to ensuring public order and road safety;
h) Expenditure on statistics, data analysis; building, maintaining, and updating data bases to serve tasks related to ensuring public order and road safety;
i) Expenditure on rewarding individuals and collectives that provide valuable information to ensure public order and road safety; collectives and individuals with outstanding achievements in tasks related to ensuring public order and road safety, in accordance with the law;
k) Expenditure on international cooperation related to public order and road safety;
l) Expenditure on visiting and supporting victims of traffic accidents, families of victims who died in serious traffic accidents, during the Lunar New Year, and the "World Day of Remembrance for Road Traffic Victims";
m) Expenditure on operating hotlines related to ensuring public order and road safety;
n) Other expenditures related to ensuring public order and road safety.
l) Expenditure on rewarding individuals and collectives that provide valuable information to ensure public order and road safety: Not exceeding 5,000,000 VND per case.
m) Expenditure on other tasks related to ensuring public order and road safety, in accordance with the law.
Article 5 of the draft Decree states: The expenditure on allowances for officials and soldiers directly involved in traffic congestion prevention tasks in Hanoi and Ho Chi Minh City is 100,000 VND per shift per person, with a maximum of 15 shifts per month; in Haiphong and Da Nang cities, 100,000 VND per shift per person, with a maximum of 10 shifts per month; in Can Tho city, 100,000 VND per shift per person, with a maximum of 5 shifts per month;
Notably, the expenditure on rewarding individuals and collectives that provide valuable information to ensure public order and road safety is not more than 5 million VND per case;
Expenditure on supporting individuals conducting inspections of administrative violations and traffic patrols in the field of ensuring public order and road safety is 300,000 VND per person per day.
