On the evening of September 17, the No Trang Long route, Ho Chi Minh City, was seriously congested when the signal light pole at the No Trang Long - Phan Chu Trinh intersection suddenly stopped at a red light signal for more than half an hour, without changing phase.

According to the record at around 7pm, the flow of vehicles from Tran Quy Cap to Nguyen Xi was concentrated, especially at the above-mentioned intersection. A series of vehicles were stuck in the middle of the line, many people hastily chose to climb the sidewalk to escape, others frustrated and turned around, while some impatient drivers ran red lights, dragging a series of other vehicles along, causing chaos at the intersection.

Ms. Nguyen Hong Nhung (a resident living near the intersection) said that in the afternoon, a unit came to install and repair the signal lights here, but by evening, the problem occurred. "Some people waited for nearly an hour, so upset that they had to call the authorities," Ms. Nhung said.
At around 7:30 p.m., traffic police arrived, opened the electrical cabinet, turned off the entire signal system and went directly to manual traffic flow. At nearly 8pm, the new traffic flow gradually cleared but the area was still partially congested.
According to the Ho Chi Minh City Department of Construction, the unit has grasped the information and coordinated to check the cause of the incident.
