In the conclusion, the leaders of Hanoi requested to study the architectural plan in the area east of Hoan Kiem Lake towards becoming a special square - park area.
In particular, the City leaders note the need to carefully investigate and survey valuable architectural works that need to be preserved (French architectural works at the Department of Culture and Sports, the Institute of Literature, under the Vietnam Academy of Social Sciences...), symbolic works, relics (the historical and revolutionary relic of Uncle Ho's visit to the light house...) to have a conservation plan, propose appropriate and harmonious functions in the landscape architectural space of the area.
At the same time, Hanoi is studying the planning and organization of underground space in the area east of Hoan Kiem Lake (about 3 basements), connecting the underground space of Station C9 - Urban railway line No. 2 Nam Thang Long - Tran Hung Dao.
In addition, units have appropriate technical solutions for conservation works during the basement construction process; propose functions for underground space to ensure effective land use, meeting the needs of the people (should study and propose multi-functional use: public, cultural, service, commercial, infrastructure, etc.).
Highest compensation policy for people
The research area to expand the public space east of Hoan Kiem Lake is more than 20,000m2, with about 10 agency headquarters and 40 households. In the conclusion, the leaders of Hanoi City also mentioned the mechanism and policies for site clearance, compensation, support, resettlement and temporary housing arrangement for organizations and households within the project scope.
For the headquarters of the Department of Culture and Sports, the Vietnam Institute of Literature - Academy of Social Sciences, the Hanoi Population Department, the Hanoi Association of the Blind, the City assigned the Department of Construction to coordinate with the Department of Finance, the Department of Agriculture and Environment to review the city's housing and land funds and based on the Law on Management and Use of Public Assets to propose new headquarters locations for units according to regulations.
The Department of Agriculture and Environment is assigned to research, advise, and propose to the City People's Committee to apply the highest compensation mechanism and policy for people, and arrange resettlement by land (in Dong Anh district) for cases eligible for compensation for residential land.
The Department of Construction studies, reviews, and proposes to arrange temporary housing for households (while waiting for land allocation for resettlement) and sell resettlement housing to cases that do not meet the conditions for resettlement by land to stabilize their lives when carrying out site clearance.
For the headquarters area of the National Power Transmission Corporation, Northern Power Corporation, Hanoi Power Corporation, Power Hotel, City assigned the Department of Planning and Architecture to study and propose new headquarters locations for units (in the headquarters area of the Corporations - Cau Giay New Urban Area).
The Office of the City People's Committee coordinated with the Department of Industry and Trade to arrange a working session of the City People's Committee leaders with leaders of corporations and units to agree on plans and solutions to speed up the implementation progress.
For the City Citizen Reception Office, Hanoi assigned the Department of Construction, the Department of Finance, and the City People's Committee Office to study and propose the arrangement of a new location as the City Citizen Reception Office, ensuring spaciousness and convenience for receiving citizens before traveling.
For Hoan Kiem Power Company headquarters, the headquarters of the State Treasury Office, the City assigned the People's Committee of Hoan Kiem District to review the land fund in the district, arrange a suitable location or report and propose to the City People's Committee for consideration and decision.
Regarding the land fund planned for resettlement for the project (and some key projects) in Dong Anh district, the City assigned the People's Committee of Dong Anh district to urgently review and report to the City People's Committee about 100 hectares of land to serve the resettlement work for key projects.
