9 development poles, 9 major centers
On January 27, at the 31st session, delegates of the Hanoi City People's Council voted to approve the main contents of the Capital's overall plan with a 100-year vision.
According to a report by the Hanoi People's Committee, the Capital Planning for the period 2021 - 2030, vision to 2050 and the Capital General Planning to 2045, vision to 2065 were approved before the time of implementing the organizational structure arrangement, and are no longer suitable to date, and need to be reviewed and adjusted to be consistent with the adjustment of the National Overall Plan.
Accordingly, the city adjusts the Hanoi Capital's Plans to 2045, vision to 2065, and is researching long-term strategic orientations to 2100, towards a 100-year and longer vision; building development scenarios according to the milestones: 2030 - 2035 - 2045 - 2050, 2065, 2085, 2100.
Establishing the Capital Hanoi space as a unified urban entity, with urban structure planning according to the model of a cluster of multi-polar - multi-center, multi-layer - multi-layer urban areas, a city of culture, identity, creativity, developing brightly, greenly, cleanly, and beautifully, adapting to climate change (with 9 development poles, 9 large centers, satellite cities and towns separated by green corridors, forests, green belts, green canopies, rivers, lakes, linked by belt and radial traffic systems) combining 9 driving axes, with economic belts and corridors, promoting regional linkages.
Researching compact urban development with high-rise development in the central area, reducing construction density and developing underground space (with linking TOD models, subway stations, developing public spaces, commercial services, public utilities, underground technical infrastructure, multi-layered, combined with water storage, drainage, flood prevention), saving ground space, prioritizing green space, public space, conservation, construction, and promotion of natural landscape spaces, forests, green corridors, green belts, green canopies, rivers, lakes, ensuring a sustainable environment.
Planning 9 growth poles:
- Central Urban Area (Right bank of the Red River): Historical and Expanded Core Urban Area: Cultural - Historical - Political Extreme (political - administrative - financial - cultural of the Capital) and Olympic Urban Area;
- Northern Extreme (Dong Anh - Me Linh - Soc Son): Integration Momentum Extreme (Urban Services, International Trade, Finance, Logistics associated with Noi Bai International Airport gateway; high-tech industrial center);
- Extreme East (Gia Lam - Long Bien): Extreme Gateway and Trade Service Dynamism (Developing regional-scale commercial complexes, dry ports (ICD), modern logistics centers associated with National Highway 5 and Hanoi - Hai Phong Expressway connecting the Capital with the Eastern Dynamic Economic Triangle (Hai Phong - Quang Ninh));
- Southern Extreme - Central Urban Area (Thuong Tin-Phu Xuyen): Industrial and Logistics Dynamic Extreme (Urban Logistics - high-tech industry - high-tech agriculture, inter-regional services, multimodal transport hub associated with the 2nd Southern Hanoi Airport, high-speed railway, river port);
- The southernmost point is Van Dinh - Dai Nghia urban area: ecological landscape urban area on both sides of the river and heritage and belief associated with the 2nd airport in the South of Hanoi;
- Southwest Extreme (Xuan Mai - Chuong My): Urban Education, Training, Health associated with eco-tourism;
- Westmost point (Hoa Lac): Science and Technology Urban Area, Innovation & Education. Focus is Hoa Lac High-Tech Park and National University. Linked to the development axis connecting the western provinces (Phu Tho, Son La, Thanh Hoa,...);
- Extreme Northwest (Son Tay - Ba Vi urban area): Cultural and historical urban area, resort tourism associated with national defense and security tasks; connecting with Vinh Yen, Vinh Phuc, Viet Tri - Phu Tho urban areas;
- Red River Pole (special landscape space, Finance, DVTM, tourism,...).

- Eastern Urban Center (Trade and Service - International Integration - Health - Tourism - Logistics - Education and Training);
- Olympic Urban Center (National, International Sports);
- Phu Xuyen Urban Center (Logistics - Health - High-Tech Industry - International Integration);
- Van Dinh urban center - Dai Nghia (Heritage - Spiritual Culture - Service Tourism, Ecology - Craft Village);
- Xuan Mai Urban Center (Education and Training - Ecotourism - Service Tourism);
- Hoa Lac Urban Center (Center for Science and Technology Innovation; Education and Training - Health);
- Son Tay Urban Center (Culture - Heritage - Training - Health - Ecotourism).
Urban restructuring
The city implements urban restructuring - creating a revolution in urban landscape architecture, a revolution in housing, a revolution in heritage, conservation (shifting from the "conservation - renovation" mindset to the "value reconstruction" mindset).
When restructuring the urban area in the period 2026 - 2035, Hanoi will relocate 200,000 people in the Red River; 200,000 people in West Lake and surrounding areas; 42,000 people in some streets within Ring Road 3.
When restructuring the city in the period 2036 - 2045, Hanoi will relocate 26,730 people in the old quarter, 23,000 people in the old quarter, and 370,000 people in the remaining areas of Ring Road 3 to restructure the city.
Thus, in the period 2026 - 2045, the city will relocate more than 860,000 people to serve the urban restructuring process.
People subject to site clearance and relocation are partially arranged for on-site resettlement, and partly in new urban areas at growth poles (Dong Anh, Gia Lam, Hoa Lac...) are invested in synchronously, modernly, with full amenities (schools, hospitals, parks), ensuring better quality of life than the old place of residence.
