On January 27, at the 31st session, delegates of the Hanoi City People's Council voted to approve the Resolution promulgating regulations on mechanisms and policies to attract and value talented people of Hanoi City.
Subjects attracted and valued in the form of recruiting civil servants and public employees include:
- Young scientists under 47 years old with the academic title of associate professor, professor; leading experts, scientists, people with high professional qualifications in strategic, key, and important fields, meeting one of the following criteria:
Having national and international research awards or scientific research works, contributing to innovation and development of industries and fields under the City;
The main author of at least 5 works published in prestigious international scientific journals under the ISI and SCOPUS categories according to the guidance of the Ministry of Science and Technology;
Having inventions, innovations, technical improvements, initiatives to improve work efficiency, work productivity or breakthrough solutions, scientific and technological products that create specific results of high value, making important contributions to the development of industries, fields, and localities recognized and rewarded by competent authorities (provincial, ministerial, and higher levels);
Having particularly outstanding work achievements, exceeding the requirements of the position being held (minimum 02 consecutive years at the time of attracting and excellently completing tasks and being recognized by the agency or unit being managed and used) or having particularly outstanding practical achievements considered and decided by competent authorities.
- Leading experts and scientists who are not subject to Clause 1 of this Article; business managers and administrators must meet the conditions and standards specified in Clause 3, Article 4 of Decree No. 179/2024/ND-CP of the Government. For business managers and administrators, they are required to meet additional conditions of senior consulting and management experience for some specialized fields from 5 years or more.
- Excellent graduates, young and talented scientists who meet the conditions and standards specified in Clause 2, Article 4 of Decree No. 179/2024/ND-CP.
- People with special talents and aptitudes in industries, fields of culture, arts, and sports:
- Other subjects according to the development requirements of Hanoi city and with the consent of competent authorities.
Talented people and cadres, civil servants, and public employees after being nominated and recognized as talented are entitled to the following welfare policies:
- Arranged according to the housing policy of Hanoi city;
- In case of not using houses arranged by the City, housing rent is supported no more than 6 times the minimum wage of region I/month or 4 times the minimum wage of region I/month (depending on the subject);
- Priority is given to choosing to buy and lease social housing at social housing construction projects in the City without having to meet the subjects and conditions according to current legal regulations. Talented people who wish to buy social housing are supported with no more than 10% of the value of social housing.
- Regarding medical care: talented people and family members (including biological parents; parents of spouses, biological children, adopted children under 18 years old) are entitled to free health check-ups at public hospitals and medical facilities under the management of the City when needed.
- Regarding education and training: Biological and adopted children under 18 years old of talented people are prioritized to choose educational institutions; are exempt from all tuition fees and other service prices in the field of education and training related when studying at public educational institutions of the City.
- The city supports 100% of the ticket price for using large-volume public passenger transport vehicles for talented people and family members (including biological parents; parents of spouses; spouses; biological children, adopted children under 18 years old).
