According to the Traffic Police Department (CSGT) of Dien Bien Provincial Police, after the actual survey process at the intersections of the Provincial Post Office and the Provincial Stadium intersection.
It shows that vehicles turning right when running red lights has many potential risks of collisions and traffic accidents due to high traffic volume, limited infrastructure at the above intersections, narrow road surfaces, and unsynchronized sidewalks.
Accordingly, from April 19, the Traffic Police Department has removed side signs and side lights that allow turning right when running red lights (all vehicles must stop when running red lights, not allowed to turn right) at 2 locations.

The intersection of Vo Nguyen Giap Street and Tran Can Street (provincial Post Office intersection at 2 light poles on Vo Nguyen Giap Street (the way to the Provincial Post Office and the way to Tran Can Street adjacent to the Provincial Party Committee's lake).
The intersection of Hoang Cong Chat Street and Hoang Van Thai Street (provincial Stadium intersection) at the light pole on Hoang Van Thai Street (next to Hanoi Primary School - Dien Bien Phu).
In order to help people understand the new regulations and raise awareness of compliance with the Road Traffic Law, the Traffic Police force will increase propaganda and reminders for violations (right when running red lights at the two intersections above) from 19-27.
From April 28, drivers are not allowed to turn right when there are red light signals at the above two intersections, except when there is an order from the traffic control commander and priority vehicles as prescribed by law.
