On September 11, the Executive Committee of the Dien Bien Provincial Party Committee of the XV term held the 17th Conference, agreeing on many important contents related to the organizational structure, leadership methods of the Party Committee and socio-economic development tasks in 2026.
The conference was chaired by Mr. Tran Tien Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation.
Delegates focused on discussing the pilot project to establish the Party Committee of the Provincial People's Council, the Party Committee of the Fatherland Front and provincial organizations, and the rename of the Provincial Propaganda and Mass Mobilization Committee to the Provincial Propaganda and Mass Mobilization Committee.
Amending and supplementing the Working Regulations of the 15th Provincial Party Committee Executive Committee, term 2025-2030, along with socio-economic development targets for 2026 being adjusted and supplemented.
The Provincial Party Committee Executive Committee unanimously approved the draft Resolution of the 17th Conference, which sets the economic growth target for the whole year 2026 to reach 11.02%.
The Provincial Party Committee and People's Committee are required to clearly assign the presiding agency, progress and responsibility for implementing each target, and regularly inspect and evaluate to ensure the completion of the set goals.
Concluding the conference, Provincial Party Secretary Tran Tien Dung requested the Provincial Party Committee's Organization Board to coordinate with relevant agencies to complete the content of piloting the establishment of Party committees, ensuring functions, tasks, organizational structure, staffing, personnel and working regulations, towards a smooth, effective, and efficient operating apparatus.
Regarding the Working Regulations, the Provincial Party Committee Office is assigned to review and complete, ensuring that each content is within its authority, consistent with the regulations of the Central Government and the laws of the State.
The Provincial Party Secretary especially requested to accelerate the progress of socio-economic development tasks in the last months of the year.
The Provincial Party Committee and People's Committee must closely follow the growth scenario, review weekly targets, growth sources and progress of each project, focus on removing difficulties in investment procedures, land, site clearance, materials and contractor capacity.
Dien Bien province also requested to accelerate the disbursement of public investment capital, especially key projects and national target programs.
Agencies assigned tasks must urgently complete documents, develop implementation plans according to the requirements of "clear people, clear tasks, clear time, clear products, clear responsibilities and clear authority", creating specific and practical changes in the implementation of the province's development tasks.
