The national highway section through Ninh Binh is spent 50 billion VND for maintenance

According to the Ministry of Construction, in 2025, the Ministry will spend 50 billion VND to maintain a section of National Highway 12B through Ninh Binh.

Ninh Binh voters reflected that National Highway 12B, the section passing through Nho Quan district, to Lap Cap bridge, Ninh Binh province, was invested by the state to upgrade in 2019.

However, the section from Ria intersection, Phu Loc commune to Nho Quan town, Nho Quan district has only been concreted, not paved with asphalt.

Voters recommended that the Ministry of Construction continue to invest in upgrading and asphalting National Highway 12B from Ria intersection, Phu Loc commune to Nho Quan town for convenient trade.

Regarding the content of the above voters' petition, the Ministry of Construction would like to inform about the management and maintenance work as follows:

According to the report of the Vietnam Road Administration, the Administration has submitted and approved the annual National Highway System Maintenance Plan to the Ninh Binh Department of Construction by the Ministry of Construction.

Of which, the repair of National Highway 12B has so far carried out asphalt concrete paving about 20km on the cement concrete road surface for the necessary sections.

In 2025, the Ministry of Construction approved the list of additional repairs and asphalt concrete pavements on the section Km 10+200 - Km 15+500, National Highway 12B with an estimated cost of VND50 billion to be implemented in the 2025 Maintenance Plan.

Currently, the Ministry of Construction is carrying out decentralization procedures for the People's Committee of Ninh Binh province to manage and exploit National Highway 12B in Ninh Binh province.

After completing the decentralization procedures, it is recommended that the People's Committee of Ninh Binh province study and invest in asphalt concrete pavement on the remaining cement concrete sections, ensuring compliance with local reality.

The Ministry of Construction also said about the above national highway investment as follows: The investment project to build National Highway 12B, Tam Diep - Nho Quan section, Ninh Binh province ( starting point Km 0+00 at the National Highway 1 intersection in Tam Diep city, ending point Km 30+640 at the border between Ninh Binh and Hoa Binh provinces in Nho Quan town) has been approved for investment by the Ministry of Transport in Decision No. 1350/QD-BGTVT dated April 29, 2016.

The project is built on a level III plain road according to TCVN 4054:205 with a roadbed width of 12m, road surface width of 11m, land edges on each side of 0.5m; the section passing through the densely populated area has from 16 to 18m, sidewalks on each side 2m.

The section Km0+00 - Km16+700 has a asphalt concrete road surface structure, the section Km16+700 - Km30+640 has a cement concrete road surface structure (including the section from Ba Ria Intersection, Phu Loc Commune to Nho Quan Town and the Nho Quan Town bypass).

The investment project to build National Highway 12B, Tam Diep - Nho Quan section, has completed investment and put into use since 2018, forming a belt connecting conveniently between National Highway 1 and Ho Chi Minh Road, aiming to gradually develop and complete the regional traffic system connecting Ninh Binh province and the provinces in the Northwest region, contributing to promoting socio-economic development, ensuring national defense and security in Ninh Binh province in particular and the Northwest region in general.

According to the Road Network Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, National Highway 12B is 140 km long (of which the section through Ninh Binh province is 75.12 km long), with a scale of level III, 2 to 4 lanes.

The current status of National Highway 12B from Ria intersection to Nho Quan reaching the scale of a level III plain road has basically met the planning, and is currently operating normally, meeting the transportation and travel needs of the people.
