HCMC is about to expand National Highway 22 to 10 lanes, build 7 overpasses

Ho Chi Minh City aims to complete site clearance by February 2026, creating conditions to start the project to expand National Highway 22 to 10 lanes in the second quarter of next year.

The Ho Chi Minh City Department of Public Transport has just sent a document to the Ho Chi Minh City People's Committee on the plan to implement the project to renovate and upgrade National Highway 22 (from An Suong intersection to Ring Road 3) under a BOT (build - operate - transfer) contract.

This project was approved by the Ho Chi Minh City People's Council in February 2025.

The route is about 8km long, stretching from An Suong intersection (District 12) to Ring Road 3 (Hoc Mon district).

The current road surface is only 36 - 40m wide with two car lanes and one motorbike lane on each side, causing congestion and increasing traffic accidents.

After upgrading, the road will be expanded to 60m, accommodating 10 lanes, of which the 4 lanes in the middle are designed with a maximum speed of 80 km/h; 6 lanes on both sides have a maximum speed of 60 km/h.

The project will also build 7 overpasses over major intersections, helping to reduce congestion and improve traffic capacity. The upgraded intersections include: Nguyen Anh Thu, Nguyen Thi Soc - Nha Vuong, Le Thi Ha, Tran Van Muoi - Ba Trieu, Ly Thuong Kiet - Nguyen Van Bua, Nguyen Thi Nuoi, Duong Cong Khi - Le Loi.

The project has a total investment of VND 10,424 billion and is divided into three component projects.

Component project 1: Compensation, resettlement support and infrastructure relocation in Hoc Mon district, with a total capital of VND 6,227 billion from the city budget. It is expected that about 16.6 hectares of land will be cleared, affecting 1,362 households, of which 392 households will be cleared.

Component project 2: Relocating infrastructure in District 12, with a total capital of 7 billion VND from the city budget.

Component project 3: Renovation and upgrading of National Highway 22 under a BOT contract, with a total capital of VND 4,190 billion.

According to the proposed plan of the Ho Chi Minh City Department of Transport, the project will be implemented according to a detailed roadmap.

Organize the preparation, appraisal and approval of the feasibility study report of component projects 1 and 2, which will be completed in June 2025.

Compensation, resettlement support and site handover in Hoc Mon district, District 12 are expected to be completed in February 2026.

At the same time, the feasibility study report for component project 3 will be completed in June 2025, followed by the process of consulting and surveying investors in July 2025.

By the first quarter of 2026, the city will select investors and sign PPP contracts.

From the second quarter of 2026, the project has officially started construction and is expected to be completed and put into operation in 2028.

The Ho Chi Minh City Department of Transport recommends that the Ho Chi Minh City People's Committee review and issue a project implementation plan, as a basis for departments, branches, People's Committees of districts and related units to coordinate in implementing the project synchronously and effectively.

The expansion of National Highway 22 not only helps reduce traffic congestion and accidents but also creates synchronous connections with important infrastructure projects such as Ring Road 3, Ring Road 4 and Ho Chi Minh City - Moc Bai Expressway.
