Voters in Ha Giang province proposed that the authorities have a plan to expand National Highway 4C (from Km 153 to Km 154+500). According to voters, the road is currently narrow, not meeting the needs of tourists when traveling to Dong Van Stone Plateau, and at the same time greatly affects the traffic safety of tourists and local people.
Regarding the content of the above voters' petition, the Ministry of Construction said that National Highway 4C plays an important role in promoting socio-economic development and ensuring national defense and security in the Northern Midlands, mountainous areas in general and Ha Giang province in particular.
According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, National Highway 4C belongs to Ring Road 1, the section passing through Ha Giang province is about 200 km long, the road has 2 to 4 lanes.
The Ministry of Construction agreed with the proposal of voters of Ha Giang province on the need to invest in upgrading National Highway 4C to meet transportation needs, support the socio-economic development of the area, and serve visitors to the Dong Van Stone Plateau Global Geopark.
"Due to difficulties in capital sources, the Ministry of Construction has not been able to arrange to invest in the project in the period of 2021 - 2025", the Ministry of Construction expressed.
However, in the 2025 maintenance plan, National Highway 4C was allocated 103 billion VND to repair damaged roadbeds and works on the route to ensure convenient and safe traffic for people and vehicles.
The Ministry of Construction acknowledges the voters' recommendations and will coordinate with the People's Committee of Ha Giang province to review and implement procedures for handing over national highways that will be delegated to the People's Committees at the provincial level for management. Of which, National Highway 4C is expected to be completed in the first quarter of 2025.
The locality is requested to prioritize balancing and allocating investment capital for National Highway 4C as mentioned above by voters and the Ministry of Construction will coordinate with the locality to report to the competent authority for consideration and investment in upgrading and expanding the route in the period of 2026 - 2030.
In the immediate future, the Ministry of Construction will direct the Vietnam Road Administration to have a plan to maintain and repair National Highway 4C from Km 153 to Km 154+500 to ensure convenient travel and transportation conditions for people and businesses in the area.
