Many violations revealed after inspection

Mr. Nguyen Thanh Hai - Director of the Department of Finance of Binh Dinh province - said that the Department has established a team to inspect the project site and discovered many violations. According to Mr. Hai, in 2019, the People's Committee of Binh Dinh province issued a decision approving the investment policy for the VietGAP-standard safe Vegetable Production project for CP Investment and Construction Joint Stock Company, with the goal of building a clean vegetable production area.
In 2020, the People's Committee of Binh Dinh province leased more than 4.4 hectares of land in Canh Vinh commune to this company to implement the project. Of which, 3.5 hectares are land for growing other annual crops and nearly 1 hectare is land for producing construction materials.
However, instead of achieving the right goal, this enterprise built works to raise chickens, pigs, cows, goats and organize experiential tourism activities for students and children without a construction permit and without permission from the authorities.

Mr. Hai said that this is a very unfortunate incident, with the responsibility of the locality when the district is slow to detect violations or when it is discovered but does not reflect and handle them promptly. Only when the public speaks out will the province know and direct the inspection.
Based on the inspection results, the Department of Finance of Binh Dinh province has issued a decision to administratively fine C.P Investment and Construction Joint Stock Company VND85 million, and at the same time requested the enterprise to immediately suspend all violating activities.
"The viewpoint of the People's Committee of Binh Dinh province and the Department of Finance is not to cover up or condone violations. If businesses continue to repeat the offense, they will be handled more severely," Mr. Hai affirmed.
According to Binh Dinh Provincial Police, the project implementation was not in accordance with the content approved by the Provincial People's Committee, along with the lack of environmental records approved by competent authorities, showing signs of violating investment laws and environmental protection laws.
Strictly handle violations
Based on the report of the Department of Finance, on March 31, 2025, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan issued a directive, requesting C.P Investment and Construction Joint Stock Company to immediately stop production and business activities that are not in accordance with the project's goals.

At the same time, fully report the entire investment and business process, clarify tax declaration and payment obligations, promptly complete related legal procedures including: Adjusting projects, construction planning at a scale of 1/500, environmental impact assessment, land, fire prevention and fighting, construction permits... and send them to the Department of Finance for synthesis and consultation with the Provincial People's Committee.
Assign the Department of Construction to inspect and handle violations of construction order. At the same time, the People's Committee of Van Canh district and the authorities of Canh Vinh commune are required to seriously learn from experience in project management in the area.

At the press conference on the socio-economic situation (KT-XH) in the first quarter and socio-economic development tasks in the second quarter of 2025 (afternoon of April 4), Mr. Lam Hai Giang - Vice Chairman of Binh Dinh Provincial People's Committee - said that the project's violations must be strictly handled. However, the spirit is to remove difficulties and obstacles for businesses, not to stop the project due to violations.
"The sectors and Van Canh district inspect and have directions to remove difficulties for businesses, so that they have conditions for development, in accordance with the general planning. And especially to immediately handle the pollution situation," said Mr. Giang.
