Today (September 10), the Ministry of Agriculture and Rural Development issued a telegram on ensuring downstream safety when operating the Hoa Binh and Tuyen Quang hydroelectric reservoirs.
According to information from the Department of Dyke Management and Natural Disaster Prevention and Control, at 10:00 a.m. on September 10, 2024, the upstream water level of Hoa Binh Lake was at 111.45m, the inflow to the lake was 4,115m3/s, and the discharge was 5,587m3/s. The upstream water level of Tuyen Quang Lake was at 118.68m, the inflow to the lake was 4,369m3/s, and the discharge was 5,010m3/s.
Implement the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister; Resolution No. 102/NQ-CP dated June 29, 2024 of the Government on ensuring the direction and operation of natural disaster prevention and control during the period of perfecting the civil defense command and direction agencies at all levels and Official Dispatch No. 6722/CD-BNN-DD dated September 10, 2024 of the Minister of Agriculture and Rural Development ordering the Director of Hoa Binh Hydropower Company to close 1 bottom spillway gate of Hoa Binh Hydropower Reservoir at 12:00 on September 10, 2024.
At the same time, the Director of Tuyen Quang Hydropower Company closed another bottom spillway gate of Tuyen Quang Hydropower Reservoir at 12:00 on September 10, 2024.
To ensure the safety of works and activities along the river, the Ministry of Agriculture and Rural Development (MARD) requests the People's Committees of provinces and cities to notify authorities at all levels, people, and organizations operating on rivers and along the river to take proactive measures to ensure safety and adjust activities accordingly. In particular, people should not be allowed to go to areas at risk of landslides or construction works to avoid unfortunate losses.
Provinces and cities must promptly report any unusual situations to the Ministry of Agriculture and Rural Development. In addition, the organization must closely monitor the developments of floods and rains, safety of works, inflows to reservoirs, and water levels upstream and downstream of reservoirs, and promptly report to the Ministry (through the Department of Dyke Management and Disaster Prevention and Control) and relevant agencies as prescribed.
