The telegram stated: Hoa Binh Hydropower Company opened the second bottom spillway at 2:00 p.m. on September 8. To ensure safety, the Chairman of the People's Committee of Hoa Binh province requested the Directors of Departments, Heads of Boards and Branches; Chairmen of the People's Committees of Tan Lac, Mai Chau, Da Bac, Cao Phong and Hoa Binh city to take some internal measures, as follows:
Urgently organize to notify authorities at all levels, people, organizations operating on rivers and riverbanks; aquaculture facilities on rivers, water transport vehicles; ferry terminals, production and business locations, sand and gravel exploitation, and construction works to know the time of flood discharge from Hoa Binh hydropower dam to proactively take preventive measures to ensure safety of people and property.
Especially the landslide area of Group 15 and Den bridge, Dong Tien ward, Ngoi Mai bridge (Km8+310) provincial road 445 and areas where landslides have occurred and are at risk of landslides.
The Chairman of the Provincial People's Committee requested localities to pay attention to assigning forces to ensure safety in riverbank and embankment areas, regularly remind and take measures to prevent people from gathering and standing in dangerous places.
Previously, on September 4, the Minister of Agriculture and Rural Development ordered the Director of Hoa Binh Hydropower Company to open a bottom spillway gate of Hoa Binh Hydropower reservoir at 8:00 p.m. the same day.
