On January 14, the Department of Construction of Dong Nai province just issued a document posting information on the decision of the People's Committee of Dong Nai province to abolish the decision approving the investment in the Dong Nai Riverside Landscape Improvement and Urban Development project in Quyet Thang ward, Bien Hoa city in 2014.
Previously, Dong Nai Provincial People's Committee issued Decision No. 3466/QD-UBND dated December 31, 2025 on repealing Decision No. 2230/QD-UBND dated July 21, 2014 of the Provincial People's Committee on approving the investment in the Dong Nai Riverside Landscape Improvement and Urban Development project in Quyet Thang ward, Bien Hoa city (now Tran Bien ward), Dong Nai province invested by Toan Thinh Phat Construction Architecture Investment Joint Stock Company.
The reason is that the legal basis for resolving the investment approval decision procedure of the project (Decision No. 2230/QD-UBND dated July 21, 2014 of Dong Nai Provincial People's Committee) did not ensure legal regulations at the time of promulgation. Document No. 7914/UBND-CNN dated November 10, 2011 of the Provincial People's Committee approving the policy and agreeing on the location for Toan Thinh Phat Construction Architecture Investment Joint Stock Company at the time of promulgation was not consistent with point a, clause 1, Article 58 and point a, clause 3, Article 122 of the 2003 Land Law.
The project has expired the implementation schedule according to the issued investment policy; the project still lacks in the process of agreeing on investment locations, preparing and approving construction planning, assessing environmental impacts and causing some public opinion and social impacts, so in the coming time it needs to be organized and implemented strictly, fully meeting current legal regulations and towards the goal of sustainable development for the community and society.
