2 connecting road projects with a total capital of more than 9,000 billion VND
At the 26th session on June 16, 2025, the 16th City People's Council passed Resolution No. 30/NQ-HDND on the investment policy for the Project to invest in the construction of the road connecting National Highway 5 with National Highway 10 section through Kien An district (now Kien An ward). The project has a total investment of 5,307.415 billion VND from the city budget, deployed from 2025-2029. The scale of new construction of the road connecting National Highway 5 - National Highway 10, the section from Bui Vien street to the Hanoi - Hai Phong highway, with a length of about 7.3 km. Horizontal width 50.5 m, each direction 3 car lanes and 1 side road strip; road surface width 22.5m; construction of 1 overpass over the Da Do River, bridge width 40.5m.
The project also builds a level crossing with Bui Vien street, 4.75 m standing still under the bridge. The area under Lam Khe bridge builds a tunnel along Truong Chinh street to thoroughly resolve traffic conflict points; along with other items.
The investment objective of the project is to create a new road connecting the central area with the southern districts of the city as well as connecting National Highway 5 and National Highway 10 to help transport goods and passengers, ensure traffic safety, and contribute to reducing traffic accidents. The project is also expected to create a premise for developing new urban areas, contributing to building a modern and complete Kien An urban area according to the city's general plan; encouraging attracting domestic and foreign investment in socio-economic development investment in the city.
By June 26, 2025, the 16th Hai Phong City People's Council continued to approve the investment policy of the Project to build a road connecting National Highway 5 with National Highway 10, the bypass section of Vinh Bao town, Vinh Bao district (old) at the 27th session. The project scale is to build a new road connecting National Highway 5 - National Highway 10 8km long, with a roadbed cross-section of 50.5m wide, including 6 car lanes and 2 side lanes; starting point at Km48+878 National Highway 10 (Vinh Thuan commune) and ending point at Km56+600 National Highway 10 (Vinh Hai commune), passing through Vinh Thuan, Vinh Thinh, Vinh Hoa, Vinh Bao and Vinh Hai communes. The project also has 2 level crossings, 8 bridges over canals such as Chanh Duong, Chanh Diec... along with green trees, lighting, and related infrastructure. Total investment of 3,799.88 billion VND from the city budget, implemented from 2024-2029.
The project creates a new road connecting from National Highway 10, National Highway 37 to the city center, contributing to gradually completing the traffic network connecting urban areas with rural areas in the western part of the city connecting with the coastal area of Thai Binh province, creating a regional traffic connection system. Focus on propaganda for site clearance
To implement the project, recently, Kien An Ward People's Committee has established a Compensation, Support and Resettlement Council to implement the Project to invest in building the road connecting National Highway 5 with National Highway 10 section passing through the ward. Mr. Nguyen Tung Lam - Standing Vice Chairman of the Ward People's Committee, Chairman of the Compensation, Support and Resettlement Council to implement the project emphasized that the Project to invest in building the road connecting National Highway 5 with National Highway 10 is a key project of the city, of important significance in developing transport infrastructure, promoting socio-economic development in the area. To ensure the project is implemented on schedule, the Council urgently develops plans and implements tasks in accordance with the order and regulations of law; there is close and synchronous coordination between specialized agencies, departments, branches, unions, socio-political organizations, and residential groups where the project passes through. In addition, promote propaganda and mobilization, creating consensus among the people in the process of project implementation.
Regarding the project to invest in the construction of a road connecting National Highway 5 with National Highway 10, bypassing Vinh Bao town, Vinh Bao district (old), recently, Vinh Thuan commune deployed information to households related to compensation and site clearance for project implementation. In Vinh Thuan commune, the project passes through An Ninh and An Cau villages. The total area recovered for project implementation is 3.85ha, involving 74 households, agricultural land area is 1.838 ha, residential land is 0.278ha, and 550 graves.
The Commune People's Committee also established a Compensation and Support Council for site clearance and resettlement to implement the project; established a Working Group to implement compensation, support and resettlement; land acquisition plan to implement the project...
On the city's side, currently, the investor of 2 projects, the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, is implementing procedures according to regulations, striving to start construction in April 2026 in accordance with the direction of Hai Phong Party Secretary Le Tien Chau. At the same time, striving to bring 2 projects to completion in the second quarter of 2029.
