On October 3, the People's Committee of Quang Ngai province directed departments, branches and Mang Den commune to coordinate with Kon Plong Wind Energy Company Limited to remove difficulties in legal procedures to speed up the progress of this key project.
The province requests that businesses urgently determine the location of wind turbine installation towers, transformer stations, connecting lines, etc. in the field to ensure compliance with the planning. At the same time, legal procedures related to investment, construction, land, and enterprises need to be closely coordinated with competent authorities to complete and ensure the committed progress.
Currently, Kon Plong Wind Energy Company Limited is proposing to consider adjusting the Decision approving the investment policy, approving the project's investor and adjusting the Investment Registration Certificate.
It is known that the project is being implemented on an area of about 66 hectares, with 25 wind turbine towers, a designed capacity of 103.5 MW, a total investment of 3,500 billion VND; the implementation progress is from July 2021 to April 2023. However, due to many reasons, the project has not yet been implemented and the related legal procedures have not been completed.
Regarding legal difficulties, in the old Dak Glei district, the Tan Tan Nhat wind power project invested by Tan Tan Nhat Joint Stock Company has a capacity of 50 MW, using a land area of 24.55 hectares, with a total investment of VND 1,890 billion.
This project has completed the installation of 18/18 wind turbines, 63/63 power poles and nearly 20 km of transmission lines since December 2021. However, for more than 4 years, this trillion-dong wind power project has not been able to be commercially operated and generated to the grid, although in October 2023, the Department of Electricity and Renewable Energy (Ministry of Industry and Trade) organized an inspection and acceptance of the project.
The reason is that investors are still having difficulties in procedures for converting land use purposes, leasing land, approving construction acceptance results and applying for an electricity operation license.
