The official dispatch sent to the Military Region 1 Command said that the People's Committee of Bac Ninh province is currently conducting an appraisal of the dossier requesting approval of the investment policy for the project "Bac Giang 2 Wind Power Plant" (attached documents).
According to Clause 4, Article 14 of Decree 164/2018/ND-CP dated December 21, 2018 of the Prime Minister promulgating regulations on socio-economic integration with national defense, decentralization in participating in appraisal of socio-economic development strategies, plans and projects related to national defense;
Therefore, in order to carry out the appraisal of the project's investment policy in accordance with the provisions of law, the People's Committee of Bac Ninh province would like to send the Project Investment Policy Proposal dossier and request the Military Region 1 Command - Ministry of National Defense to pay attention and consider giving opinions on the above project investment policy before September 30, 2025 according to regulations so that the People's Committee of Bac Ninh province has a basis to consider approving the above project investment policy according to regulations.
According to the reporter's investigation, the Bac Giang 2 wind power plant project proposed by ENERTRAG Vietnam Co., Ltd. to be invested with a scale of 55 MW including 9 turbines with an expected capacity of 5.5 - 6.3 MW/tuabin; pole height of 130 - 140 meters; wing diameter: 171 - 182 meters.
The project's expected operating period is 50 years; the expected annual electricity output is 126,340 MWh. The surveyed land area of the project is 1,524 hectares.
The total estimated investment of the project is VND 2,108.5 billion (including VAT), of which equity accounts for 30% and loan capital accounts for 70% with VND 1,475.95 billion.
According to the National Power Development Plan for the period 2021 - 2030, with a vision to 2050, power source projects expected to develop in Bac Ninh will have wind power connecting to the grid with a total capacity of about 800 MW, of which by 2030, the capacity will be about 500 MW.
Including: Yen Dung Wind Power Plant with an expected capacity of about 150 MW; Son Dong Wind Power Plant with an expected capacity of about 105 MW; Bac Giang 1 Wind Power Plant with an expected capacity of about 55 MW; Bac Giang 2 Wind Power Plant with an expected capacity of about 55 MW; Cam Ly Wind Power Plant with an expected capacity of about 55 MW; Luc Ngan Wind Power Plant with an expected capacity of about 30 MW; Tan Son Wind Power Plant with an expected capacity of about 50 MW.
In addition, there is a Bac Giang waste treatment and power generation plant with a capacity of 25 MW and an estimated 86 MW rooftop solar power source.
